alphadogg writes "How big are the stakes in the so-called network neutrality debate now raging before Congress and federal regulators? Cable company Comcast acknowledges that it paid people off the street to take up room at an F.C.C. hearing on whether it tried to block a potential rival. Some fell asleep and took up space people from rival companies could have taken instead."
