Coinbase Tests App for Employees To Grade Each Other During Meetings (theinformation.com) 42

Coinbase is testing a practice where it asks employees to frequently rate each other. Some employees at the company have been using a real-time evaluation app invented by Bridgewater Associates, the well-known hedge fund founded by Ray Dalio, which helped enforce a culture of "radical transparency" that encourages blunt honesty, The Information reported Monday, citing two people with direct knowledge. From the report: The app, Dot Collector, is sold by Principles, a company Dalio founded. Coinbase's version lets employees evaluate co-workers, including their managers, on how well they exemplify the crypto firm's 10 cultural tenets -- which include clear communication, efficient execution and positive energy -- during meetings and other interactions, these people said. After an interaction, an employee can give their colleague a thumbs-up, thumbs-down, or neutral rating.

Florida Law on Social Media Unconstitutional, Appeals Court Rules (go.com) 213

A Florida law intended to punish social media platforms like Facebook and Twitter is an unconstitutional violation of the First Amendment, a federal appeals court ruled Monday, dealing a major victory to companies who had been accused by GOP Gov. Ron DeSantis of discriminating against conservative thought. Associated Press: A three-judge panel of the Atlanta-based 11th U.S. Circuit Court of Appeals unanimously concluded that it was overreach for DeSantis and the Republican-led Florida Legislature to tell the social media companies how to conduct their work under the Constitution's free speech guarantee.

"Put simply, with minor exceptions, the government can't tell a private person or entity what to say or how to say it," said Circuit Judge Kevin Newsom, an appointee of former President Donald Trump, in the opinion. "We hold that it is substantially likely that social media companies -- even the biggest ones -- are private actors whose rights the First Amendment protects." The ruling upholds a similar decision by a Florida federal district judge on the law, which was signed by DeSantis in 2021. It was part of an overall conservative effort to portray social media companies as generally liberal in outlook and hostile to ideas outside of that viewpoint, especially from the political right.

A local computer scientist and professor at the University of Tennessee at Knoxville has been named an A.M. Turing Award winner by the Association for Computing Machinery. The Turing Award is often referred to as the "Nobel Prize of computer science." It carries a million dollar prize.

"Oh, it was a complete shock. I'm still recovering from it," Jack Dongarra told Knox News with a warm laugh. "It's nice to see the work being recognized in this way but it couldn't have happened without the support and contribution of many people over time." Chances are Dongarra's work has touched your life, even if you don't know it. If you've ever used a speech recognition program or looked at a weather forecast, you're using technology that relies on Dongarra's software libraries. Dongarra has held a joint appointment at the University of Tennessee and Oak Ridge National Laboratory since 1989. While he doesn't have a household name, his foundational work in computer science has undergirded the development of high-performance computers over the course of his 40-year career...

Dongarra developed software to allow computers to use multiple processors simultaneously, and this is basically how all computer systems work today. Your laptop has multiple processing cores and might have an additional graphics processing core. Many phones have multiple processing cores. "He's continually rethought how to exploit today's computer architectures and done so very effectively," said Nicholas Higham a Royal Society research professor of applied mathematics at the University of Manchester. "He's come up with ideas so that we can get the very best out of these machines." Dongarra also developed software that allowed computers with different hardware and operating systems to run in parallel, networking distant machines as a single computation device. This lets people make more powerful computers out of many smaller devices which helped develop cloud computing, running high-end applications over the internet. Most of Dongarra's work was published open-source through a project called Netlib.

Facebook Slammed for Spreading Putin's Russian Propaganda in NATO's East (msn.com) 115

Slovakia's eastern border touches Ukraine's western border — and Saturday Bloomberg uncovered an emerging controversy. "A flood of posts pushing misinformation in Slovakia is putting the spotlight on Facebook for facilitating the spread of pro-Russian theories on the war in neighboring Ukraine, ranging from claims that Kyiv is secretly developing biological weapons to questioning whether President Vladimir Putin's invasion even happened at all." The dispute took center stage this week when members of the US House Permanent Select Committee on Intelligence called out Meta and its chief executive officer, Mark Zuckerberg, for facilitating the dangerous spread of pro-Russia disinformation in the country of 5.3 million. According to the GLOBSEC security think tank, the intensity of false messages is worse here than anywhere else in ex-communist central Europe. That has buoyed support for Putin, with more than a quarter of Slovaks saying they back his actions, even as the administration in Bratislava tries to shelter the refugees and send weapons to Kyiv to aid in its defense....

The committee said that the US and Slovak governments had repeatedly asked Meta to take action against messages that include posts accusing Ukrainians of supporting Fascism, killing their fellow countrymen and demonizing the hundreds of thousands of people who have fled abroad to escape the war. "Half of the population is prone to believe in some kind of misinformation or conspiracy theories," said GLOBSEC analyst Dominika Hajdu. At present, Meta has only one fact-checker dedicated to Slovakia, where about 2.7 million people, or almost half of the population, have Facebook accounts, making it the most widely used social-media platform, according to the US committee members' letter. They described the staffing level as "wildly inadequate...."

Slovakia isn't alone. In February, the prime ministers of Poland and the Baltic trio Estonia, Latvia and Lithuania demanded executives in charge of Facebook, Google, YouTube and Twitter "take a stand" against Russian disinformation.

Slovokia's prime minister decried the situation in a Facebook post of his own. "Never before in history has freedom of speech been abused in favor of murder and destruction on such a mass scale and with such a devastating effect."

A Meta spokesperson told Bloomberg that when fact-checkers identify false information, Facebook positions this false content "lower in Feed so fewer people see it."

"We're also giving people more information to decide what to read, trust, and share by adding warning labels on content rated false."

Navy Ships Swarmed By Drones, Not UFOs, Defense Officials Confirm (thedrive.com) 103

The Drive's Adam Kehoe noticed something during this week's UFO hearings in the U.S. Congress. "After intense public speculation, stacks of official documents obtained via the Freedom Of Information Act, ambiguous statements from top officials, and an avalanche of media attention, it has now been made clear that the mysterious swarming of U.S. Navy ships off the Southern California coast in 2019 was caused by drones, not otherworldly UFOs or other mysterious craft.

"Raising even more questions, a similar drone swarm event has occurred off another coast, as well." These revelations came from top Department of Defense officials during a recent and much-anticipated house hearing on UFOs, which you can read all about here.

The strange series of events in question unfolded around California's Channel Islands in July of 2019. On multiple evenings, swarms of unidentified drones were spotted operating around U.S. Navy vessels. In numerous instances, the drones flew within close proximity to ships, even crossing directly over their decks. The behavior provoked defensive reactions from the ships, including the deployment of emergency security teams... Deck logs demonstrate that the Navy appears to have drilled and implemented a variety of counter-drone techniques in response to these incidents. This eventually included the deployment of Northrop Grumman's Drone Restricted Access Using Known EW (DRAKE) platform. The DRAKE system is a man-portable backpack that allows sailors to use radio frequency signals to interrupt the control links of drones. The DRAKE system appears to have been actually deployed in one of the incidents....

It is entirely unclear where the drones were operating from, how they were controlled, or who was controlling them. Still, the Navy could identify the objects as drones without those questions being fully answered at this time.... The Department of Defense's open acknowledgment of these drone swarm events just off U.S. shores shows that the threat is not theoretical. It is also not a future threat. Significant drone swarm events have occurred in the last three years, unknown to the public, and evidently unresolved by defense authorities. Judging by what is known to date about the 2019 incident, it is clear that the United States is not well-positioned to detect, identify and neutralize such threats. It remains to be seen what level of priority these issues will receive by lawmakers in relation to more speculative questions surrounding UAP.

If anything else, top confirmation that adversaries are operating swarms among America's most powerful weapons in training areas where their most sensitive capabilities are put to use should make national headlines, but because it was buried in sensationalism around UFOs, it clearly did not.

Can Tech Firms Prevent Violent Videos Circulating on the Internet? (theguardian.com) 116

This week New York's attorney general announced they're officially "launching investigations into the social media companies that the Buffalo shooter used to plan, promote, and stream his terror attack." Slashdot reader echo123 points out that Discord confirmed that roughly 30 minutes before the attack a "small group" was invited to join the shooter's server. "None of the people he invited to review his writings appeared to have alerted law enforcement," reports the New York Times., "and the massacre played out much as envisioned."

But meanwhile, another Times article tells a tangentially-related story from 2019 about what ultimately happened to "a partial recording of a livestream by a gunman while he murdered 51 people that day at two mosques in Christchurch, New Zealand." For more than three years, the video has remained undisturbed on Facebook, cropped to a square and slowed down in parts. About three-quarters of the way through the video, text pops up urging the audience to "Share THIS...." Online writings apparently connected to the 18-year-old man accused of killing 10 people at a Buffalo, New York, grocery store Saturday said that he drew inspiration for a livestreamed attack from the Christchurch shooting. The clip on Facebook — one of dozens that are online, even after years of work to remove them — may have been part of the reason that the Christchurch gunman's tactics were so easy to emulate.

In a search spanning 24 hours this week, The New York Times identified more than 50 clips and online links with the Christchurch gunman's 2019 footage. They were on at least nine platforms and websites, including Reddit, Twitter, Telegram, 4chan and the video site Rumble, according to the Times' review. Three of the videos had been uploaded to Facebook as far back as the day of the killings, according to the Tech Transparency Project, an industry watchdog group, while others were posted as recently as this week. The clips and links were not difficult to find, even though Facebook, Twitter and other platforms pledged in 2019 to eradicate the footage, pushed partly by public outrage over the incident and by world governments. In the aftermath, tech companies and governments banded together, forming coalitions to crack down on terrorist and violent extremist content online. Yet even as Facebook expunged 4.5 million pieces of content related to the Christchurch attack within six months of the killings, what the Times found this week shows that a mass killer's video has an enduring — and potentially everlasting — afterlife on the internet.

"It is clear some progress has been made since Christchurch, but we also live in a kind of world where these videos will never be scrubbed completely from the internet," said Brian Fishman, a former director of counterterrorism at Facebook who helped lead the effort to identify and remove the Christchurch videos from the site in 2019....

Facebook, which is owned by Meta, said that for every 10,000 views of content on the platform, only an estimated five were of terrorism-related material. Rumble and Reddit said the Christchurch videos violated their rules and they were continuing to remove them. Twitter, 4chan and Telegram did not respond to requests for comment

For what it's worth, this week CNN also republished an email they'd received in 2016 from 4chan's current owner, Hiroyuki Nishimura. The gist of the email? "If I liked censorship, I would have already done that."

But Slashdot reader Bruce66423 also shares an interesting observation from The Guardian's senior tech reporter about the major tech platforms. "According to Hany Farid, a professor of computer science at UC Berkeley, there is a tech solution to this uniquely tech problem. Tech companies just aren't financially motivated to invest resources into developing it." Farid's work includes research into robust hashing, a tool that creates a fingerprint for videos that allows platforms to find them and their copies as soon as they are uploaded...

Farid: It's not as hard a problem as the technology sector will have you believe... The core technology to stop redistribution is called "hashing" or "robust hashing" or "perceptual hashing". The basic idea is quite simple: you have a piece of content that is not allowed on your service either because it violated terms of service, it's illegal or for whatever reason, you reach into that content, and extract a digital signature, or a hash as it's called.... That's actually pretty easy to do. We've been able to do this for a long time. The second part is that the signature should be stable even if the content is being modified, when somebody changes say the size or the color or adds text. The last thing is you should be able to extract and compare signatures very quickly.

So if we had a technology that satisfied all of those criteria, Twitch would say, we've identified a terror attack that's being live-streamed. We're going to grab that video. We're going to extract the hash and we are going to share it with the industry. And then every time a video is uploaded with the hash, the signature is compared against this database, which is being updated almost instantaneously. And then you stop the redistribution.

It's a problem of collaboration across the industry and it's a problem of the underlying technology. And if this was the first time it happened, I'd understand. But this is not, this is not the 10th time. It's not the 20th time. I want to emphasize: no technology's going to be perfect. It's battling an inherently adversarial system. But this is not a few things slipping through the cracks.... This is a complete catastrophic failure to contain this material. And in my opinion, as it was with New Zealand and as it was the one before then, it is inexcusable from a technological standpoint.

"These are now trillion-dollar companies we are talking about collectively," Farid points out later. "How is it that their hashing technology is so bad?

Biggest Targets at Pwn2Own Event: Microsoft's Windows, Teams, and Ubuntu Desktop (hothardware.com) 17

As Pwn2Own Vancouver comes to a close, a whopping $1,115,000 has been awarded by Trend Micro and Zero Day Initiative. The 15th anniversary edition saw 17 "contestants" attacking 21 targets, reports Hot Hardware — though "the biggest payouts were for serious exploits against Microsoft's Teams utility." While Teams isn't technically a part of Windows, it does come bundled with all new installs of Windows 11, which means that these exploits are practically Windows exploits. Hector "p3rr0" Peralta, Masato Kinugawa, and STAR Labs each earned $150,000 for major exploits of the utility.

Windows 11 itself wasn't spared, though. Marcin Wiazowski and STAR Labs each earned $40,000 for privilege escalation exploits on Microsoft's operating system on day one, and on day two, TO found a similar bug for a $40,000 payout of his own. Day three saw no less than three more fresh exploits against Windows 11, all in the serious privilege escalation category; all three winners pocketed another $40,000....

Other targets attacked at Pwn2Own 2022 included Mozilla Firefox (hacked), Apple Safari (hacked), and Ubuntu Desktop (hacked)... Of course, details of the hacks aren't made public, because they're zero-days, after all. That means that they haven't been patched yet, so releasing details of the exploits could allow malicious actors to make use of the bugs. Details will be revealed 3 months from now, during which time Microsoft, Tesla, Apple, and others should have their software all sewn up.

With all the points totalled, the winner was Singapore-based cybersecurity company Star Labs, which was officially crowned "Master of Pwn" on Saturday. "They won $270,000 and 27 points during the contest," explains the official Twitter feed for Zero Day Initiative (the judges for the event).

A blog post from Zero Day Initiative describes all 21 attacks, including six successful attacks against Windows, three successful attacks against Teams — and four against Ubuntu Desktop.

A remarkably literary critique of the internet appeared recently in Damage magazine — a project of the nonprofit Society for Psychoanalytic Inquiry funded by the American Psychoanalytic Foundation. "There are ways in which the internet really does seem to work like a possessing demon..." argues writer Sam Kriss.

"We tend to think that the internet is a communications network we use to speak to one another — but in a sense, we're not doing anything of the sort. Instead, we are the ones being spoken through." Teens on TikTok all talk in the exact same tone, identical singsong smugness. Millennials on Twitter use the same shrinking vocabulary. My guy! Having a normal one! Even when you actually meet them in the sunlit world, they'll say valid or based, or say y'all despite being British....

Everything you say online is subject to an instant system of rewards. Every platform comes with metrics; you can precisely quantify how well-received your thoughts are by how many likes or shares or retweets they receive. For almost everyone, the game is difficult to resist: they end up trying to say the things that the machine will like. For all the panic over online censorship, this stuff is far more destructive. You have no free speech — not because someone might ban your account, but because there's a vast incentive structure in place that constantly channels your speech in certain directions. And unlike overt censorship, it's not a policy that could ever be changed, but a pure function of the connectivity of the internet itself. This might be why so much writing that comes out of the internet is so unbearably dull, cycling between outrage and mockery, begging for clicks, speaking the machine back into its own bowels....

The internet is not a communications system. Instead of delivering messages between people, it simulates the experience of being among people, in a way that books or shopping lists or even the telephone do not. And there are things that a simulation will always fail to capture. In the philosophy of Emmanuel Lévinas, your ethical responsibility to other people emerges out of their face, the experience of looking directly into the face of another living subject. "The face is what prohibits us from killing...." But Facebook is a world without faces. Only images of faces; selfies, avatars: dead things. Or the moving image in a FaceTime chat: a haunted puppet. There is always something in the way. You are not talking to a person: the machine is talking, through you, to itself.

As more and more of your social life takes place online, you're training yourself to believe that other people are not really people, and you have no duty towards them whatsoever. These effects don't vanish once you look away from the screen.... many of the big conflicts within institutions in the last few years seem to be rooted in the expectation that the world should work like the internet. If you don't like a person, you should be able to block them: simply push a button, and have them disappear forever.

The article revisits a 2011 meta-analysis that found massive declines in young people's capacity for empathy, which the authors directly associated with the spread of social media. But then Kriss argues that "We are becoming less and less capable of actual intersubjective communication; more unhappy; more alone. Every year, surveys find that people have fewer and fewer friends; among millennials, 22% say they have none at all.

"For the first time in history, we can simply do without each other entirely. The machine supplies an approximation of everything you need for a bare biological existence: strangers come to deliver your food; AI chatbots deliver cognitive-behavioral therapy; social media simulates people to love and people to hate; and hidden inside the microcircuitry, the demons swarm..."

So while recent books look for historical antecedents, "I still think that the internet is a serious break from what we had before," Kriss argues. "And as nice as Wikipedia is, as nice as it is to be able to walk around foreign cities on Google Maps or read early modern grimoires without a library card, I still think the internet is a poison."

The Online Spider Market Is Massive -- and Crawling With Issues (wired.com) 16

An anonymous reader shares an excerpt from a report via Wired: Spiders and scorpions may seem like creatures that need to be crushed rather than conserved, but wildlife experts say a growing global pet trade is putting wild populations at risk, even though they help humans and ecosystems. Collectors are now trading more than 1,200 species of arachnids (the group that includes both spiders and scorpions), according to a new report out today in the journal Communications Biology, with 80 percent of them unmonitored and vulnerable to extinction. "These are species for which trade is completely legal, but there's no data on how sustainable it is," says Alice Hughes, an author of the study and an associate professor of biological sciences at the University of Hong Kong.

Hughes and her colleagues developed an algorithm to scan websites that sell spiders and scorpions online, including those that represent brick-and-mortar pet shops. Then they compared those to existing trading databases compiled by the US Fish and Wildlife Service and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The researchers found that from 2000 to 2021, 77 percent of one species known as the emperor scorpion were collected from the wild, with 1 million imported into the US. More than half of the existing species of tarantulas are being traded, including 600,000 Grammostola tarantulas, a group that includes the Chilean rose tarantula, which is commonly found in pet stores. The study estimates that two-thirds of spiders and scorpions that are traded commercially were collected from the wild, rather than captive-bred.

Researchers like Hughes, who conducts field studies throughout southeast Asia, still do not have enough information about the abundance of arachnids worldwide; her study notes that there are more than a million invertebrate species on the planet that have been identified by biologists but fewer than 1 percent have been assessed by the International Union for Conservation of Nature (IUCN) as to their population status. And commercial trade is putting arachnids at risk before scientists can learn much about them. While spiders and scorpions may seem dangerous, they are usually not so if left alone. Arachnids also keep insect pests in check, and spider venoms have been found to contain antimicrobial, painkilling, and cancer-fighting compounds, making them potential candidates for new drug development.

Google's AI Is Smart Enough To Understand Your Humor (cnet.com) 73

An anonymous reader quotes a report from CNET: Jokes, sarcasm and humor require understanding the subtleties of language and human behavior. When a comedian says something sarcastic or controversial, usually the audience can discern the tone and know it's more of an exaggeration, something that's learned from years of human interaction. But PaLM, or Pathways Language Model, learned it without being explicitly trained on humor and the logic of jokes. After being fed two jokes, it was able to interpret them and spit out an explanation. In a blog post, Google shows how PaLM understands a novel joke not found on the internet.

Understanding dad jokes isn't the end goal for Alphabet, parent company to Google. The capability to parse the nuances of natural language and queries means that Google can get answers to complex questions faster and more accurately across more languages and peoples. This, in turn, can break down barriers and move humans away from communicating with machines through predetermined means and instead more seamlessly interact. This can include answering questions in one language by finding information in another or writing code to a program as a person is speaking into the model with a specific task.

PaLM is Google's largest AI model to date and trained on 540 billion parameters. It can generate code from text, answer a math word problem and explain a joke. It does this through chain-of-thought prompting, which can describe multi-step problems as a series of intermediate steps. On stage, Pichai described it as a teacher giving a step-by-step example to help a student understand how to solve a problem. If what Pichai said on stage is accurate, Google has essentially leapfrogged over Star Trek and 400 years of fictional AI development, as evidenced by the character Data, who never truly understood the subtleties of humor. More so, it seems that Google has caught up with TARS from the movie Interstellar, which takes place in the year 2090, an AI that was so adept at humor that Matthew McConaughey's character told it to tune it down.

China Is 3D Printing a Massive 590-Foot-Tall Dam, And Constructing It Without Humans (popularmechanics.com) 90

Chinese engineers will take the ideas of a research paper and turn it into the world's largest 3D-printed project. Popular Mechanics: Within two years, officials behind this project want to fully automate the unmanned construction of a 590-foot-tall dam on the Tibetan Plateau to build the Yangqu hydropower plant -- completely with robots. The paper, published last month in the Journal of Tsinghua University (Science and Technology), laid out the plans for the dam, as first reported in the South China Morning Post. Researchers from the State Key Laboratory of Hydroscience and Engineering at Tsinghua University in Beijing explain the backbone of automation for the planned Yellow River dam that will eventually offer nearly five billion kilowatt-hours of electricity annually. (It's worth noting that China's Three Gorges Dam -- a hydroelectric gravity dam spanning the Yangtze River -- is the world's largest power station in terms of energy output.) But it's hard to tell what's more ambitious: the fact that the researchers plan to turn a dam site into effectively a massive 3D-printing project, or that through every step of the process the project eliminates human workers as they go fully robotic.

In the dam-"printing" process, machinery will deliver construction materials to the worksite -- the exact location needed, eliminating human error, they say -- and then unmanned bulldozers, pavers, and rollers will form the dam layer by layer. Sensors on the rollers will keep the artificial intelligence (AI) system informed about the firmness and stability of each of the 3D-printed layers until it reaches 590 feet in height, about the same height as the Shasta Dam in California and shorter than the Hoover Dam's 726 feet. With the largest existing 3D-printed structures rising about 20 feet tall -- from houses in China to an office building in Dubai -- the exploration of 3D-printed projects continues to expand. Already we've seen a 1,640-foot-long retention wall in China, housing and office buildings across the globe, and now the U.S. Army has plans for barracks at Fort Bliss in Texas.

Google 'Private Browsing' Mode Not Really Private, Texas Lawsuit Says (reuters.com) 99

The Google search engine collects data on users who think they can be anonymous if they use a "private browsing" mode, Texas Attorney General Ken Paxton claimed on Thursday, filing an amended privacy lawsuit against the Alphabet unit. Reuters reports: Texas, Indiana, Washington State and the District of Columbia filed separate suits against Google in January in state courts over what they called deceptive location-tracking practices that invade users' privacy. Paxton's filing adds Google's Incognito mode to the lawsuit filed in January. Incognito mode or "private browsing" is a web browser function that Paxton said implies Google will not track search history or location activity.

The lawsuit said Google offers the option of "private browsing" that could include "viewing highly personal websites that might indicate, for example, their medical history, political persuasion, or sexual orientation. Or maybe they simply want to buy a surprise gift without the gift recipient being tipped off by a barrage of targeted ads." The suit said "in reality, Google deceptively collects an array of personal data even when a user has engaged Incognito mode." Paxton previously alleged Google misled consumers by continuing to track their location even when users sought to prevent it. ACM Digital Library Archive Is Open Access With 50 Years of Published Records (associationsnow.com) 14

As part of its landmark campaign for its 75th anniversary celebrations, the Association for Computing Machinery (ACM) is "opening up a large portion of its archives, making the first 50 years of its published records -- more than 117,500 documents dating from 1951 to 2000 -- accessible to the public without a login," writes Ernie Smith via Associations Now. From the report: Vicki L. Hanson, the group's CEO, noted that the ACM Digital Library initiative is part of a broader effort to make its archives available via open access by 2025. "Our goal is to have it open in a few years, but there's very real costs associated with [the open-access work]," Hanson said. "We have models so that we can pay for it." While the organization is still working through its open-access effort, it saw an opportunity to make its "backfile" of materials available, timed to the organization's 75th anniversary. "It's nice to link it to the 75th celebration year in general, but the emphasis was really coming from what it takes to get the Digital Library fully open," she said. "All those seminal articles from years ago can be made available to everyone."

The collection has some of what you'd expect: technical documents, magazine articles, and research papers, many of which highlight the history of computing -- for example, one of the first documents ACM ever published was about the groundbreaking UNIVAC system. But the treasure trove also goes to the heart of ACM itself, with a number of pieces related to the creation of the organization and how it was run, with in-depth records from early conferences included within the digital library.

The opening of ACM's digital backfile is one of many components to marking the organization's 75th anniversary -- the largest of which, a celebratory panel, will take place June 10 as a hybrid event that will bring together well-known figures in computer science, such as noted social media scholar danah boyd of Microsoft Research, Stanford University's Jure Leskovec, and Google chief economist Hal Varian. ACM is also highlighting its history on its social media channels, including by showcasing notable papers within its archives.

Electrify America Will Be 100 Percent Solar-Powered By 2023 (arstechnica.com) 80

An anonymous reader quotes a report from Ars Technica: One of the best things about electric cars, other than their power trains, immediate torque, and relaxing quiet, is the fact that as the electrical grid becomes cleaner, so too does every EV that uses that grid to charge. That process took a step forward this week with the news that by next year, the Electrify America (EA) charging network will be entirely offset by solar energy.

On Wednesday, EA signed a 15-year agreement with Terra-Gen to purchase electricity from a 75 MW solar farm being built by the latter in San Bernardino County, California. The Electrify America Solar Glow 1 project will break ground later this year, and when it's fully operational in 2023, it should have an annual energy production of 225,000 MWh. That's more than enough to account for the annual energy use of the EA charging network. In fact, EA says that as of April, its electricity is already 100 percent renewable thanks to purchases from various suppliers, but with the commissioning of Solar Glow 1, the charging company should have complete confidence that it's putting more solar energy into the grid than it uses to charge our cars.

Match Group and Google Reach an Interim Compromise Over App Payments (techcrunch.com) 3

Match Group, the parent company of dating apps Tinder, Hinge and OkCupid, is getting along better with Google, just by a little bit. From a report: On Friday, Match withdrew its request for a temporary restraining order against the company, which it accuses of wielding unfair monopoly power in its mobile app marketplace. Match filed an antitrust lawsuit against the search giant earlier this month over the company's restrictions on Android in-app payments, which drive app users toward remaining in its mobile ecosystem. The company filed the temporary restraining order request a day after suing Google.

Match cited a handful of "concessions" from Google in its decision to withdraw the restraining order request, including assurances that its apps would not be rejected or deleted from the Google Play Store for providing alternative payment options. The company will also place up to $40 million aside in an escrow account in lieu of paying fees to Google directly for Android app payments that happen outside of Google Play's payment system, arguing that those fees are "illegal under federal and state law." The escrow account will remain in place while the case awaits its day in court.

Qualcomm Announces Snapdragon 8 Plus Gen 1 (theverge.com) 6

An anonymous reader shares a report: Qualcomm's Snapdragon 8 Gen 1 set the stage for the biggest Android smartphones of 2022, including Samsung's flagship Galaxy -- but it's about to be surpassed by a better "Plus" version that'll no doubt appear in buy-it-for-the-bragging-rights gaming phones and luxury handsets. It's called the Snapdragon 8 Plus Gen 1, which just rolls off the tongue, and Qualcomm says it'll offer 10 percent faster CPU performance, 10 percent faster GPU clocks, and -- get this -- use 15 percent less power for "nearly 1 hour" of extra gameplay or, say, 50 minutes of social media browsing. Technically, Qualcomm says it's achieved "up to 30 percent" better power efficiency from both the CPU and GPU, and 20 percent better AI performance per watt, but that doesn't necessarily all transfer into more battery life -- some of it's about performance, too.

Qualcomm is particularly touting better sustained performance from the new chip too -- theoretically maintaining its clockspeed for longer as it heats up while gaming or tapping into 5G. Of course, that all depends on how phone manufacturers decide to cool the chip. The company's not breaking down where the extra performance and efficiencies are coming from, but you can see some of the chip's other features in the slide above, even though many of them (like Wi-Fi, Bluetooth, 10Gbps of theoretical 5G, and 8K HDR video capture) haven't changed from the original Snapdragon 8 Gen 1. Qualcomm says it'll live alongside that older chip, so you can probably expect a price premium.

Canada

Canada Bans Huawei Equipment From 5G Networks, Orders Removal By 2024 (theverge.com) 31

Canada has banned the use of Huawei and fellow Chinese tech giant ZTE's equipment in its 5G networks, its government has announced. From a report: In a statement, it cited national security concerns for the move, saying that the suppliers could be forced to comply with "extrajudicial directions from foreign governments" in ways that could "conflict with Canadian laws or would be detrimental to Canadian interests." Telcos will be prevented from procuring new 4G or 5G equipment from the companies by September this year, and must remove all ZTE- and Huawei-branded 5G equipment from their networks by June 28th, 2024. Equipment must also be removed from 4G networks by the end of 2027. "The Government is committed to maximizing the social and economic benefits of 5G and access to telecommunications services writ large, but not at the expense of security," the Canadian government wrote in its statement.

Modular, DIY-Friendly Framework Laptop Gets Updated With 12th-Gen Intel CPUs (arstechnica.com) 39

An anonymous reader quotes a report from Ars Technica: An upgradeable laptop is only worthwhile if you can actually upgrade it [...], and Framework is making that possible starting today: The company is introducing a new iteration of the Framework Laptop's motherboard that uses 12th-gen Intel CPUs. A brand-new 12th-gen Framework Laptop starts at $1,049 for a Core i5-equipped base model, or $819 for a build-it-yourself kit with no memory or storage. These products will be available for preorder starting today, and shipping will start in July.

The 12th-generation Core processors use Intel's latest Alder Lake CPU architecture, which combines high-performance P-cores and high-efficiency E-cores to maximize performance under heavy load and reduce power usage when your computer is mostly idle. The base Core i5-1240P CPU includes four P-cores and eight E-cores, a big boost in core count compared to the quad-core 11th-gen CPUs. The Core i7-1260P upgrade has the same CPU core count with boosted clock speeds and a small increase in integrated GPU performance, while the top-end Core i7-1280P option will get you six P-cores and eight E-cores.

The rest of the Framework Laptop's hardware is staying mostly the same, though there are a few additional upgrades to be aware of. One is a 2.5Gbps Ethernet expansion card, the first wired LAN module to be available for the laptop. The card is based on Realtek's RTL8156 chipset and will be available "later this year." The company is also releasing a redesigned version of its top cover made with a new CNC manufacturing process that "substantially improv[es] rigidity." The new top cover will be the default option for all Framework Laptops going forward, though you can buy a new cover for your existing Framework Laptop for $89.

Russia's Claim To Have Used a Laser Weapon In Battle Derided As Propaganda (bbc.com) 119

Thelasko shares a report from the BBC: Yury Borisov, the deputy prime minister in charge of military development, told Russian TV that a laser prototype called Zadira was being deployed in Ukraine and had burned up a Ukrainian drone within five seconds at a distance of 5km (three miles). [...] Little is known about the Zadira laser program, but in 2017 Russian media said state nuclear corporation Rosatom had helped develop it as part of a program to create weapons based on new physical principles, news agency Reuters reported. [...] However, an official with the US Department of Defense said he had not seen "anything to corroborate reports of lasers being used" in Ukraine. Meanwhile, Ukrainian President Volodymyr Zelensky mocked the Russian claim, comparing it to the so-called "wonder weapons" that Nazi Germany claimed to be developing during World War Two. "The clearer it became that they had no chance in the war, the more propaganda there was about an amazing weapon that would be so powerful as to ensure a turning point," said Zelensky in a video address. "And so we see that in the third month of a full-scale war, Russia is trying to find its 'wonder weapon'... this all clearly shows the complete failure of the mission."

There is at least one country which has developed a laser weapon though, notes the BBC. Earlier this year, Israeli Prime Minister Naftali Bennett unveiled prototype laser-based interceptors that would use lasers to super-heat incoming drones or rockets.

"Within a year already the IDF (Israel Defense Forces) will bring into action a laser-based interception system, first experimentally, and later operationally, first in the south, then in other places," he said in a speech to Tel Aviv University's Institute for National Security Studies. "And this will enable us, as the years advance, to surround Israel with a wall of lasers which will protect us from missiles, rockets, UAVs and other threats."

The U.S. Navy also deployed the world's first active laser weapon in the Persona Gulf in 2017. "It operates in an invisible part of the electromagnetic spectrum so you don't see the beam, it doesn't make any sound, it's completely silent and it's incredibly effective at what it does," said Lt. Cale Hughes, laser weapons system officer, at the time.
