The EPA rule imposes strict limits on tailpipe pollution, limits the agency says can be met if 56% of new vehicles sold in the US are electric by eight years from now, along with 13% that are plug-in hybrids or other partially electric cars. That would be a huge increase over current EV sales, which rose to 7.6% of new vehicle sales last year, up from 5.8% in 2022. [...] The new rule slows implementation of stricter pollution standards from 2027 through 2029, before ramping up to near the level the EPA preferred by 2032. macOS Sonoma 14.4 Bug 'Destroys Saved Versions In iCloud Drive' (macrumors.com) 32

The macOS Sonoma 14.4 update introduces a bug affecting iCloud Drive's versioning system, where users with "Optimize Mac Storage" enabled can lose all previous versions of a file removed from local storage. MacRumors reports: Versions are normally created automatically when users save files using apps that work with the version system in macOS. According to The Eclectic Light Company's Howard Oakley, users running macOS 14.4 that have "Optimize Mac Storage" enabled should be aware that they are at risk of losing all previously saved versions of a file if they opt to remove it from iCloud Drive local storage: "In previous versions of macOS, when a file is evicted from local storage in iCloud Drive [using the Remove Download option in the right-click contextual menu], all its saved versions have been preserved. Download that file again from iCloud Drive, and versions saved on that Mac (but not other Macs or devices) have remained fully accessible. Do that in 14.4, and all previous versions are now removed, and lost forever."

Oakley said his own tests confirmed that this behavior does not happen in macOS Sonoma 14.3 or macOS Ventura, so it is exclusive to macOS 14.4. For users who have already updated, he suggests either not saving files to iCloud Drive at all, or turning off Optimize Mac Storage. To perform the latter in System Settings, click your Apple ID, select iCloud, and then toggle off the switch next to "Optimize Mac Storage." Intel Prepares For $100 Billion Spending Spree Across Four US States 18

After securing billions in federal grants and loans, Reuters reports that the company is "planning a $100-billion spending spree across four U.S. states" to build and expand its chip manufacturing factories. From the report: The centerpiece of Intel's five-year spending plan is turning empty fields near Columbus, Ohio, into what CEO Pat Gelsinger described to reporters on Tuesday as "the largest AI chip manufacturing site in the world," starting as soon as 2027. Intel's plan will also involve revamping sites in New Mexico and Oregon and expanding operations in Arizona, where longtime rival Taiwan Semiconductor Manufacturing Co is also building a massive factory that it hopes will receive funding from President Joe Biden's push to bring advanced semiconductor manufacturing back to the United States. Gelsinger said about 30% of the $100-billion plan will be spent on construction costs such as labor, piping and concrete. The remaining will go towards buying chipmaking tools from firms such as ASML, Tokyo Electron, Applied Materials and KLA, among others. Those tools will help bring the Ohio site online by 2027 or 2028, though Gelsinger warned the timeline could slip if the chip market takes a dive. Beyond grants and loans, Intel plans to make most of the purchases from its existing cash flows.

"It will still take three to five years for Intel to become a serious player in the foundry market" for cutting-edge chips, said Kinngai Chan, an analyst at Summit Insights. However, he warned more investment would be needed before Intel could overtake TSMC, adding that the Taiwanese firm could remain the leader for "some time to come." Gelsinger has previously said a second round of U.S. funding for chip factories would likely be needed to re-establish the U.S. as a leader in semiconductor manufacturing, which he reiterated on Tuesday. "It took us three-plus decades to lose this industry. It's not going to come back in three to five years of CHIPS Act" funding, said Gelsinger, who referred to the low-interest-rate funding as "smart capital."

Google Reshapes Fitbit In Its Image As Users Allege 'Planned Obsolescence' (arstechnica.com) 32

Since then, the tech behemoth has pushed numerous changes to the wearable brand, including upcoming updates announced this week. While Google reshapes its fitness tracker business, though, some long-time users are regretting their Fitbit purchases and questioning if Google's practices will force them to purchase their next fitness tracker elsewhere.

As is becoming common practice with consumer tech announcements of late, Google's latest announcements about Fitbit seemed to be trying to convince users of the wonders of generative AI and how that will change their gadgets for the better. In a blog post yesterday, Dr. Karen DeSalvo, Google's chief health officer, announced that Fitbit Premium subscribers would be able to test experimental AI features later this year (Google hasn't specified when). "You will be able to ask questions in a natural way and create charts just for you to help you understand your own data better. For example, you could dig deeper into how many active zone minutes... you get and the correlation with how restorative your sleep is," she wrote. DeSalvo's post included an example of a user asking a chatbot if there was a connection between their sleep and activity and said that the experimental AI features will only be available to "a limited number of Android users who are enrolled in the Fitbit Labs program in the Fitbit mobile app."

Fitbit is also working with the Google Research team and "health and wellness experts, doctors, and certified coaches" to develop a large language model (LLM) for upcoming Fitbit mobile app features that pull data from Fitbit and Pixel devices, DeSalvo said. In a blog post yesterday, Yossi Matias, VP of engineering and research at Google, said Google wants to use the LLM to add personalized coaching features, such as the ability to look for sleep irregularities and suggest actions "on how you might change the intensity of your workout." Google's Fitbit is building the LLM on Gemini models that are tweaked on de-identified data from unspecified "research case studies," Matias said, adding: "For example, we're testing performance using sleep medicine certification exam-like practice tests." Other recent changes to Fitbit include a name tweak from Fitbit by Google, to Google Fitbit, as spotted by 9to5Google this week.
Charge 5 users are especially concerned after users noticed their devices suddenly stopped holding a charge after a December firmware update was pushed. The problem has persisted with Google offering no solution other than offer discounts or, if the device was within its warranty period, a replacement.

"This is called planned obsolescence. I'll be upgrading to a watch style tracker from a different company. I wish Fitbit hadn't sold out to Google," a forum user going by Sean77024 wrote on Fitbit's support forum yesterday. "Others, like 2MeFamilyFlyer, have also accused Fitbit of planning Charge 5 obsolescence," notes Ars. "2MeFamilyFlyer said they're seeking a Fitbit alternative."

Researcher Who Oversaw Flock Surveillance Study Now Questions How It Was Done (404media.co) 12

samleecole writes: Last month, the surveillance company Flock Safety published a study and press release claiming that its automated license plate readers (ALPR) are "instrumental in solving 10 percent of reported crime in the U.S." The study was done by Flock employees, and given legitimacy with the "oversight" of two academic researchers whose names are also on the paper. Now, one of those researchers has told 404 Media that "I personally would have done things much differently" than the Flock researchers did.

The researcher, Johnny Nhan of Texas Christian University, said that he has pivoted future research on Flock because he found "the information that is collected by the police departments are too varied and incomplete for us to do any type of meaningful statistical analysis on them." Flock is one of the largest vendors of ALPR cameras and other surveillance technologies, and is partially responsible for the widespread proliferation of this technology. It markets its cameras to law enforcement, homeowners associations, property managers, schools, and businesses. It regularly publishes in-house case studies and white papers that it says shows Flock is instrumental in solving and reducing crime, then uses those studies to market its products.

EU's Vestager Warns About Apple, Meta Fees, Disparaging Rival Products (reuters.com) 28

EU antitrust chief Margrethe Vestager on Tuesday warned Apple and Meta on their new fees for their services, saying that this may hinder users from enjoying the benefits of the Digital Markets Act which aims to give them more choices. From a report: Apple announced a slew of changes in January in a bid to comply with the landmark EU tech legislation which requires it to open up its closed eco-system to rivals.

A new fee structure includes a core technology fee of 50 euro cents per user account per year that major app developers will have to pay even if they do not use any of Apple's payment services, which has triggered criticism from rivals such as Fortnite creator Epic Games. Vestager said the new fees have attracted her attention. "There are things that we take a keen interest in, for instance, if the new Apple fee structure will de facto not make it in any way attractive to use the benefits of the DMA. That kind of thing is what we will be investigating," she told Reuters in an interview.

US Broadband Providers To Begin Providing New Comparison Labels (reuters.com) 19

Major U.S. broadband internet providers must start displaying information similar to nutrition labels on food products to help consumers shop for services starting on April 10, under new rules from the Federal Communications Commission. From a report: Verizon Communications said it will begin providing the labels on Wednesday. The FCC first moved to mandate the labels in 2022. Smaller providers will be required to provide labels starting in October. The rules require broadband providers to display, at the point of sale, labels that show prices, speeds, fees and data allowances for both wireless and wired products. Verizon Chief Customer Experience Officer Brian Higgins said in an interview the labels will help consumers make "an equal comparison" between product offerings, speeds and fees.

Higgins said standardized labels across the industry "make it easier for customers to do a comparison of which provider is going to be the best fit for their needs." He said customers will still need to research various bundling offers across carriers. The labels were first unveiled as a voluntary program in 2016. Congress ordered the FCC to mandate them under the 2021 infrastructure law. "Consumers will finally get information they can use to comparison shop, avoid junk fees, and make informed choices about which high-speed internet service is the best fit for their needs and budget," FCC Chair Jessica Rosenworcel said.

Ethereum Foundation Under Investigation by 'State Authority' (coindesk.com) 29

CoinDesk: The Ethereum Foundation -- the Swiss non-profit organization at the heart of the Ethereum ecosystem -- is under investigation by an unnamed "state authority," according to the group's website's GitHub repository. The scope of the investigation and its focus was unknown at press time. According to the GitHub commit dated Feb. 26, 2024, "we have received a voluntary enquiry from a state authority that included a requirement for confidentiality."

The investigation comes during a time of change for Ethereum's technology. Ethereum is the second-largest blockchain by market cap after Bitcoin, launching in 2015 following an initial coin offering for the chain's native ETH token. Earlier this month, the chain underwent a major technical upgrade, dubbed Dencun, designed to bring down transaction costs for users of Ethereum-based layer-2 platforms.

Modern Web Bloat Means Some Pages Load 21MB of Data (tomshardware.com) 110

Christopher Harper reports via Tom's Hardware: Earlier this month, Danluu.com released an exhaustive 23-page analysis/op-ed/manifesto on the current status of unoptimized web pages and web app performance, finding that just loading a web page can even bog down an entry-level device that can run the popular game PUBG at 40 fps. In fact, the Wix webpage requires loading 21MB of data for one page, while the more famous websites Patreon and Threads load 13MB of data for one page. This can result in slow load times that reach up to 33 seconds or, in some cases, result in the page failing to load at all.

As the testing above shows, some of the most brutally intensive websites include the likes of... Quora, and basically every major social media platform. Newer content production platforms like Squarespace and newer Forum platforms like Discourse also have significantly worse performance than their older counterparts, often to the point of unusability on some devices. The Tecno S8C, one of the prominent entry-level phones common in emerging markets, is one particularly compelling test device that stuck. The device is actually quite impressive in some ways, including its ability to run PlayerUnknown's Battlegrounds Mobile at 40 FPS -- but the same device can't even run Quora and experiences nigh-unusable lag when scrolling on social media sites.

That example is most likely the best summation of the overall point, which is that modern web and app design is increasingly trending toward an unrealistic assumption of ever-increasing bandwidth and processing. Quora is a website where people answer questions -- there is absolutely no reason any of these websites should be harder to run than a Battle Royale game.

Google DeepMind's New AI Assistant Helps Elite Soccer Coaches Get Even Better (technologyreview.com) 16

Soccer teams are always looking to get an edge over their rivals. Whether it's studying players' susceptibility to injury, or opponents' tactics -- top clubs look at reams of data to give them the best shot of winning. They might want to add a new AI assistant developed by Google DeepMind to their arsenal. From a report: It can suggest tactics for soccer set-pieces that are even better than those created by professional club coaches. The system, called TacticAI, works by analyzing a dataset of 7,176 corner kicks taken by players for Liverpool FC, one of the biggest soccer clubs in the world. Corner kicks are awarded to an attacking team when the ball passes over the goal line after touching a player on the defending team. In a sport as free-flowing and unpredictable as soccer, corners -- like free kicks and penalties -- are rare instances in the game when teams can try out pre-planned plays.

TacticAI uses predictive and generative AI models to convert each corner kick scenario -- such as a receiver successfully scoring a goal, or a rival defender intercepting the ball and returning it to their team -- into a graph, and the data from each player into a node on the graph, before modeling the interactions between each node. The work was published in Nature Communications today. Using this data, the model provides recommendations about where to position players during a corner to give them, for example, the best shot at scoring a goal, or the best combination of players to get up front. It can also try to predict the outcomes of a corner, including whether a shot will take place, or which player is most likely to touch the ball first.

Mozilla Firefox 124 Is Now Available for Download (9to5linux.com) 27

An anonymous reader writes: Mozilla Firefox 124 looks like a small update that only updates the Caret Browsing mode to also work in the PDF viewer and adds support for the Screen Wake Lock API to prevent devices from dimming or locking the screen when an application needs to keep running. The Firefox View feature has been updated as well in this release to allow users to sort open tabs by either recent activity (default setting) or tab order. Also, Firefox 124 expands Qwant's availability to all languages in the France region along with Belgium, Italy, Netherlands, Spain, and Switzerland.

This release also adds support for using HTTP(S) and relative URLs when creating WebSockets, as well as support for the AbortSignal: any() static method, which takes an iterable of abort signals and returns an AbortSignal (more details are available here). For Android users, Firefox 124 enables the Pull to Refresh feature, which is now more robust than ever, by default and adds support for the HTML drag and drop API when using a mouse, which accepts plain text or HTML text by the drop operation from external apps.

For macOS users, this release uses the fullscreen API for all types of full-screen windows, promising a better match to the expected macOS user experience for full-screen spaces, the Menubar, and the Dock. If you want to disable this feature, you'll need to set the full-screen-api.macos-native-full-screen preference to false in about:config. For Windows users, this release adds the ability to populate the Windows taskbar jump list more efficiently. According to Mozilla, this change should allow for a "smoother overall browsing experience."

Hertz CEO Resigns After Blowing Big Gamble On EVs (thegatewaypundit.com) 214

Press2ToContinue quotes a report from the Gateway Pundit: Stephen Scherr, chief executive officer of Hertz Global Holdings Inc. and a member of its board of directors, will step down on March 31, following the car rental company's largest quarterly loss since 2020 after a risky bet on electric vehicles. According to Fox Business, Scherr is working with Gil West, former chief operating officer of Delta Airlines and General Motors' Cruise unit, to ensure a smooth transition. West will officially start his new role at Hertz on April 1.

Scherr, 59, joined Hertz two years ago as the company was emerging from bankruptcy and putting a big focus on EVs during that time. Hertz soon discovered that EVs are more expensive to maintain than they had initially thought. Scherr reportedly told investors that Hertz's profits experienced a $348 million loss, which he blamed EVs for. In January, Hertz announced its plan to offload 20,000 electric vehicles from its U.S. fleet throughout 2024, and switch back to gas cars.

In November, the Associated Press reported on a Consumer Reports survey that found EVs from the 2021 to 2023 model years are significantly less reliable than gasoline-powered vehicles. A whopping eighty percent less reliable, according to the AP, particularly with battery and charging systems, as well as fit issues with body panels and interiors. Car dealers and manufacturers are reportedly also struggling to sell EVs despite using deep discounts and promotional tactics.
In 2021, Hertz announced plans to order 100,000 Tesla vehicles by the end of 2022. It later said it would buy "up to" 65,000 Polestar EVs for its rental fleet over the next five years.

BitTorrent Is No Longer the 'King' of Upstream Internet Traffic (torrentfreak.com) 37

At the time, file-sharing via peer-to-peer networks was the main traffic driver as no other services consumed large amounts of bandwidth. Fast-forward two decades and these statistics are ancient history. With the growth of video streaming, including services such as YouTube, Netflix, and TikTok, file-sharing traffic is nothing more than a drop in today's data pool. [...]

This week, Canadian broadband management company Sandvine released its latest Global Internet Phenomena Report which makes it clear that BitTorrent no longer leads any charts. The latest data show that video and social media are the leading drivers of downstream traffic, accounting for more than half of all fixed access and mobile data worldwide. Needless to say, BitTorrent is nowhere to be found in the list of 'top apps'. Looking at upstream traffic, BitTorrent still has some relevance on fixed access networks where it accounts for 4% of the bandwidth. However, it's been surpassed by cloud storage apps, FaceTime, Google, and YouTube. On mobile connections, BitTorrent no longer makes it into the top ten. The average of 46 MB upstream traffic per subscriber shouldn't impress any file-sharer. However, since only a small percentage of all subscribers use BitTorrent, the upstream traffic per user is of course much higher.

Chinese and Western Scientists Identify 'Red Lines' on AI Risks (ft.com) 28

Leading western and Chinese AI scientists have issued a stark warning that tackling risks around the powerful technology requires global co-operation similar to the cold war effort to avoid nuclear conflict. From a report: A group of renowned international experts met in Beijing last week, where they identified "red lines" on the development of AI, including around the making of bioweapons and launching cyber attacks. In a statement seen by the Financial Times, issued in the days after the meeting, the academics warned that a joint approach to AI safety was needed to stop "catastrophic or even existential risks to humanity within our lifetimes."

"In the depths of the cold war, international scientific and governmental co-ordination helped avert thermonuclear catastrophe. Humanity again needs to co-ordinate to avert a catastrophe that could arise from unprecedented technology," the statement said. Signatories include Geoffrey Hinton and Yoshua Bengio, who won a Turing Award for their work on neural networks and are often described as "godfathers" of AI; Stuart Russell, a professor of computer science at the University of California, Berkeley; and Andrew Yao, one of China's most prominent computer scientists. The statement followed the International Dialogue on AI Safety in Beijing last week, a meeting that included officials from the Chinese government in a signal of tacit official endorsement for the forum and its outcomes.

US Supreme Court Seems Wary of Curbing US Government Contacts With Social Media Platforms (reuters.com) 113

U.S. Supreme Court justices on Monday appeared skeptical of a challenge on free speech grounds to how President Joe Biden's administration encouraged social media platforms to remove posts that federal officials deemed misinformation, including about elections and COVID-19. From a report: The justices heard oral arguments in the administration's appeal of a lower court's preliminary injunction constraining how White House and certain other federal officials communicate with social media platforms. The Republican-led states of Missouri and Louisiana, along with five individual social media users, sued the administration.

They argued that the government's actions violated the U.S. Constitution's First Amendment free speech rights of users whose posts were removed from platforms such as Facebook, YouTube, and Twitter, now called X. The case tests whether the administration crossed the line from mere communication and persuasion to strong arming or coercing platforms - sometimes called "jawboning" - to unlawfully censor disfavored speech, as lower courts found.

Investment Advisors Pay the Price For Selling What Looked a Lot Like AI Fairy Tales (theregister.com) 15

Two investment advisors have reached settlements with the US Securities and Exchange Commission for allegedly exaggerating their use of AI, which in both cases were purported to be cornerstones of their offerings. From a report: Canada-based Delphia and San Francisco-headquartered Global Predictions will cough up $225,000 and $175,000 respectively for telling clients that their products used AI to improve forecasts. The financial watchdog said both were engaging in "AI washing," a term used to describe the embellishment of machine-learning capabilities.

"We've seen time and again that when new technologies come along, they can create buzz from investors as well as false claims by those purporting to use those new technologies," said SEC chairman Gary Gensler. "Delphia and Global Predictions marketed to their clients and prospective clients that they were using AI in certain ways when, in fact, they were not." Delphia claimed its system utilized AI and machine learning to incorporate client data, a statement the SEC said it found to be false.

"Delphia represented that it used artificial intelligence and machine learning to analyze its retail clients' spending and social media data to inform its investment advice when, in fact, no such data was being used in its investment process," the SEC said in a settlement order. Despite being warned about suspected misleading practices in 2021 and agreeing to amend them, Delphia only partially complied, according to the SEC. The company continued to market itself as using client data as AI inputs but never did anything of the sort, the regulator said.

Apex Legends Streamers Warned To 'Perform a Clean OS Reinstall as Soon as Possible' After Hacks During NA Finals Match (pcgamer.com) 59

An anonymous reader shares a report: The Apex Legends Global Series is currently in regional finals mode, but the North America finals have been delayed after two players were hacked mid-match. First, Noyan "Genburten" Ozkose of DarkZero suddenly found himself able to see other players through walls, then Phillip "ImperialHal" Dosen of TSM was given an aimbot. Genburten's hack happened part of the way through the day's third match. A Twitch clip of the moment shows the words "Apex hacking global series by Destroyer2009 & R4ndom" repeating over chat as he realizes he's been given a cheat and takes his hands off the controls. "I can see everyone!" he says, before leaving the match.

ImperialHal was hacked in the game immediately after that. "I have aimbot right now!" he shouts in a clip of the moment, before declaring "I can't shoot." Though he continued attempting to play out the round, the match was later abandoned. The volunteers at the Anti-Cheat Police Department have since issued a PSA announcing, "There is currently an RCE exploit being abused in [Apex Legends]" and that it could be delivered via from the game itself, or its anti-cheat protection. "I would advise against playing any games protected by EAC or any EA titles", they went on to say.

As for players of the tournament, they strongly recommended taking protective measures. "It is advisable that you change your Discord passwords and ensure that your emails are secure. also enable MFA for all your accounts if you have not done it yet", they said, "perform a clean OS reinstall as soon as possible. Do not take any chances with your personal information, your PC may have been exposed to a rootkit or other malicious software that could cause further damage." The rest of the series has now been postponed, "Due to the competitive integrity of this series being compromised," as the official Twitter account announced. They finished by saying, "We will share more information soon."

Published scientific papers include language that appears to have been generated by AI-tools like ChatGPT, showing how pervasive the technology has become, and highlighting longstanding issues with some peer-reviewed journals. From a report: Searching for the phrase "As of my last knowledge update" on Google Scholar, a free search tool that indexes articles published in academic journals, returns 115 results. The phrase is often used by OpenAI's ChatGPT to indicate when the data the answer it is giving users is coming from, and the specific months and years found in these academic papers correspond to previous ChatGPT "knowledge updates."

"As of my last knowledge update in September 2021, there is no widely accepted scientific correlation between quantum entanglement and longitudinal scalar waves," reads a paper titled "Quantum Entanglement: Examining its Nature and Implications" published in the "Journal of Material Sciences & Manfacturing [sic] Research," a publication that claims it's peer-reviewed. Over the weekend, a tweet showing the same AI-generated phrase appearing in several scientific papers went viral.

Google Researchers Unveil 'VLOGGER', an AI That Can Bring Still Photos To Life (venturebeat.com) 18

Google researchers have developed a new AI system that can generate lifelike videos of people speaking, gesturing and moving -- from just a single still photo. From a report: The technology, called VLOGGER, relies on advanced machine learning models to synthesize startlingly realistic footage, opening up a range of potential applications while also raising concerns around deepfakes and misinformation. Described in a research paper titled "VLOGGER: Multimodal Diffusion for Embodied Avatar Synthesis," (PDF) the AI model can take a photo of a person and an audio clip as input, and then output a video that matches the audio, showing the person speaking the words and making corresponding facial expressions, head movements and hand gestures. The videos are not perfect, with some artifacts, but represent a significant leap in the ability to animate still images.

The researchers, led by Enric Corona at Google Research, leveraged a type of machine learning model called diffusion models to achieve the novel result. Diffusion models have recently shown remarkable performance at generating highly realistic images from text descriptions. By extending them into the video domain and training on a vast new dataset, the team was able to create an AI system that can bring photos to life in a highly convincing way. "In contrast to previous work, our method does not require training for each person, does not rely on face detection and cropping, generates the complete image (not just the face or the lips), and considers a broad spectrum of scenarios (e.g. visible torso or diverse subject identities) that are critical to correctly synthesize humans who communicate," the authors wrote.
