Hobbyist Builds HDMI ISA Graphics Card For Vintage PCs By Improving Graphics Gremlin (yeokhengmeng.com) 60

Earlier this year, Singapore-based embedded security researcher yeokm1 built a ChatGPT client for MS-DOS.

Now they're back with a new project: HDMI is a relatively modern video connector we take for granted on modern PCs and monitors. Now vintage PCs can join in the fun too with a native connection to modern HDMI monitors without any additional adapter.

Two years ago, I learned of an open-source project called Graphics Gremlin by Eric Schlaepfer who runs the website Tubetime.us. It is an 8-bit ISA graphics card that supports display standards like Color Graphics Adapter (CGA) and Monochrome Display Adapter (MDA). CGA and MDA are display standards used by older IBM(-compatible) PCs in the 1980s. The frequencies and connectors used by CGA and MDA are no longer supported by modern monitors hence it is difficult for older PCs of the 1980s era to have modern displays connected to them without external adapters. Graphics Gremline addresses this problem by using techniques like scan doubling (for CGA) and increasing the vertical refresh rate (for MDA) then outputing to a relatively newer but still old VGA port.

I fabricated and assembled the design then installed it into my IBM5155... I decided to modify the Graphics Gremlin design so it can connect natively to an external HDMI monitor and service the internal Composite-based CRT at the same time.

ArcaOS 5.1.0 (OEM OS/2 Warp Operating System) Now Available (arcanoae.com) 46

Slashdot reader martiniturbide writes: ArcaOS 5.1.0 is an OEM distribution of IBM's discontinued OS/2 Warp operating system. This new version of ArcaOS offers UEFI compatibility allowing it to run in modern x86 hardware and also includes the ability to install to GPT-based disk layouts.

At OS2World the OS/2 community has been called upon to report supported hardware, open source any OS/2 software, make public as much OS/2 documentation as possible and post the important platform links. OS2World insists that open source has helped OS/2 in the past years and it is time to look under the hood to try to clone internal components like Control Program, Presentation Manager, SOM and Workplace Shell.

IBM Returns To the Facial Recognition Market 17

During the Black Lives Matter protests in 2020, IBM announced that it would no longer offer "general purpose" facial recognition technology due to concerns about racial profiling, mass surveillance, and other human rights violations. Now, according to The Verge and Liberty Investigates, "IBM signed a $69.8 million contract with the British government to develop a national biometrics platform that will offer a facial recognition function to immigration and law enforcement officials." From the report: A contract notice for the Home Office Biometrics Matcher Platform outlines how the project initially involves developing a fingerprint matching capability, while later stages introduce facial recognition for immigration purposes -- described as "an enabler for strategic facial matching for law enforcement." The final stage of the project is described as delivery of a "facial matching for law enforcement use-case." The platform will allow photos of individuals to be matched against images stored on a database -- what is sometimes known as a "one-to-many" matching system. In September 2020, IBM described such "one-to-many" matching systems as "the type of facial recognition technology most likely to be used for mass surveillance, racial profiling, or other violations of human rights."

IBM spokesman Imtiaz Mufti denied that its work on the contract was in conflict with its 2020 commitments. "IBM no longer offers general-purpose facial recognition and, consistent with our 2020 commitment, does not support the use of facial recognition for mass surveillance, racial profiling, or other human rights violations," he said. "The Home Office Biometrics Matcher Platform and associated Services contract is not used in mass surveillance. It supports police and immigration services in identifying suspects against a database of fingerprint and photo data. It is not capable of video ingest, which would typically be needed to support face-in-a-crowd biometric usage."

Human rights campaigners, however, said IBM's work on the project is incompatible with its 2020 commitments. Kojo Kyerewaa of Black Lives Matter UK said: "IBM has shown itself willing to step over the body and memory of George Floyd to chase a Home Office contract. This won't be forgotten." Matt Mahmoudi, PhD, tech researcher at Amnesty International, said: "The research across the globe is clear; there is no application of one-to-many facial recognition that is compatible with human rights law, and companies -- including IBM -- must therefore cease its sale, and honor their earlier statements to sunset these tools, even and especially in the context of law and immigration enforcement where the rights implications are compounding."

FreeBSD Can Now Boot in 25 Milliseconds (theregister.com) 77

Replacing a sort algorithm in the FreeBSD kernel has improved its boot speed by a factor of 100 or more... and although it's aimed at a micro-VM, the gains should benefit everyone. From a report: MicroVMs are a hot area of technology R&D in the last half decade or so. The core idea is a re-invention of some of concepts and technology that IBM invented along with the hypervisor in the 1960s: designing OSes specifically to run as guests under another OS. This means building the OS specifically to run inside a VM, and to talk to resources provided by a specific hypervisor rather than to fake hardware.

This means that the guest OS needs next to no support for real hardware, just VirtIO drivers which talk directly to facilities provided by the host hypervisor. In turn, the hypervisor doesn't have to provide an emulated PCI bus, emulated power management, emulated graphics card, emulated network interface cards, and so on. The result is that the hypervisor itself can be much smaller and simpler. The result of ruthlessly chopping down both the hypervisor, and the OS that runs inside it, is that both ends can be much smaller and simpler. That means that VMs can use much fewer resources, and start up much quicker.

Citizen Suspends Sales of Its Latest Smartwatch (theverge.com) 18

Citizen is temporarily suspending sales of its second-gen CZ Smart watch due to a "technical issue." From a report: The Wear OS watch, which launched in May, had a feature based on tech from IBM's Watson and NASA to track a person's alertness. It appears the decision stems from negative experiences from reviewers. Michael Fisher -- better known as MrMobile on YouTube -- noted that Citizen said it would suspend sales after he had reached out to the company about the watch's many issues. That was corroborated by a Wired story, in which reviewer Julian Chokkattu also detailed several bugs, like laggy screens, bad battery life, inaccurate tracking, and watchfaces that can't even tell the correct time.

IBM Says Its Generative AI Tool Can Convert Old COBOL Code To Java (theregister.com) 108

IBM is introducing the watsonx Code Assistant for Z, a tool that uses generative AI to translate COBOL code to Java. This tool is set to be available in Q4 2023 and aims to speed up the translation of COBOL to Java on IBM's Z mainframes. The Register reports: According to IBM, there are billions of lines of COBOL code out there as potential candidates for modernization (a report last year estimated the total figure at 775-850 billion lines). For this reason, the generative AI features in watsonx Code Assistant for Z are intended to help developers to assess and determine the code most in need of modernization, allowing them to more speedily update large applications and focus on critical tasks.

IBM wants to provide tooling for each step of the modernization process, starting with its Application Discovery and Delivery Intelligence (ADDI) inventory and analysis tool. Other steps include refactoring business services in COBOL, transforming the code to Java code, and then validating the resulting outcome with the aid of automated testing. The resulting Java code emitted by watsonx Code Assistant for Z will be object-oriented, but will still interoperate with the rest of the COBOL application IBM claimed, as well as with key services such as CICS, IMS, DB2, and other z/OS runtimes.

IBM To Sell Weather Business (bloomberg.com) 50

IBM will sell its weather business to Francisco Partners, which will operate it as a standalone company. From a report: IBM's consumer-facing weather services such as Weather.com and business-oriented offerings will be acquired by the technology-focused private equity firm for an undisclosed sum, it said in a joint statement with Francisco on Tuesday. IBM will retain its sustainability software suite. "Through increased investment and resources from Francisco Partners, The Weather Company will look to move beyond forecasting alone and bring new tools and experiences to users to help them understand how weather impacts all aspects of their lives, starting with health and well-being," the companies said in the statement. IBM has been considering sale of the unit since at least April. The division was acquired in a deal announced in 2015 that included the apps and websites of the Weather Channel and Weather Underground as part of an effort to extend its move into the then-hot Internet of Things market.

40% of Workers Will Have to Reskill in the Next Three Years Due to AI, Says IBM Study (ibm.com) 129

IBM's business research organization (the IBM Institute for Business Value), released results from a new global study. Its conclusion? "The world of work has changed compared to even six months ago." Executives surveyed estimate that 40% of their workforce will need to reskill as a result of implementing AI and automation over the next three years. That could translate to 1.4 billion of the 3.4 billion people in the global workforce, according to World Bank statistics. Respondents also report that building new skills for existing employees is a top talent issue.

Workers at all levels could feel the effects of generative AI, but entry-level employees are expected to see the biggest shift. Seventy-seven percent of executive respondents say entry-level positions are already seeing the effects of generative AI and that will intensify in the next few years. Only 22% of respondents report the same for executive or senior management roles.

AI can open up more possibilities for employees by enhancing their capabilities. In fact, 87% of executives surveyed believe employees are more likely to be augmented than replaced by generative AI. That varies across functions — 97% of executives think employees in procurement are more likely to be augmented than replaced, compared to 93% for employees in risk and compliance, 93% for finance, 77% for customer service and 73% for marketing...

With AI primed to take on more manual and repetitive tasks, employees surveyed report engaging in impactful work is the top factor they care about beyond compensation and job security — more important than flexible work arrangements, growth opportunities and equity. On top of that, nearly half of employees surveyed believe the work they do is far more important than who they work for or who they work with regularly...

ZDNet explains the report's methodology: To find answers to these questions, IBM pulled data from two prior studies, one survey of 3,000 C-level executives across 28 countries and another of 21,000 workers in 22 nations...

According to IBM IBV research, tech adopters who successfully reskill to adapt "technology-driven job changes report a revenue growth rate premium of 15% on average" and those who focus on AI "see a 36% higher revenue growth rate than their peers." "AI won't replace people — but people who use AI will replace people who don't," said IBM in the report.

The new skill paradigm shifts technical skills that were typically prioritized, such as proficiency in STEM, which was the most critical skill in 2016, to the least priority in 2023. The reason is that now tools like ChatGPT allow workers to do more with less knowledge, as noted by the report. Now there is a bigger emphasis on people skills such as team management, the ability to work effectively in team environments, the ability to communicate effectively, and the willingness to be adaptable to change, which all shifted to top the most critical skills required of the workforce in 2023.

The report ultimately suggests HR leaders redesign work and operating models "to shepherd their organizations into the future."

Millions of Americans' Health Data Stolen After MOVEit Hackers Targeted IBM (techcrunch.com) 24

An anonymous reader quotes a report from TechCrunch: Millions of Americans had their sensitive medical and health information stolen after hackers exploiting a zero-day vulnerability in the widely used MOVEit file transfer software raided systems operated by tech giant IBM. Colorado's Department of Health Care Policy and Financing (HCPF), which is responsible for administering Colorado's Medicaid program, confirmed on Friday that it had fallen victim to the MOVEit mass-hacks, exposing the data of more than four million patients.

In a data breach notification (PDF) to those affected, Colorado's HCPF said that the data was compromised because IBM, one of the state's vendors, "uses the MOVEit application to move HCPF data files in the normal course of business." The letter states that while no HCPF or Colorado state government systems were affected by this issue, "certain HCPF files on the MOVEit application used by IBM were accessed by the unauthorized actor." These files include patients' full names, dates of birth, home addresses, Social Security numbers, Medicaid and Medicare ID numbers, income information, clinical and medical data including lab results and medication, and health insurance information. HCPF says about 4.1 million individuals are affected.

IBM has yet to publicly confirm that it was affected by the MOVEit mass-hacks, and an IBM spokesperson did not respond to a request for comment by TechCrunch. The breach of IBM's MOVEit systems also impacted Missouri's Department of Social Services (DSS), though the number of affected individuals is not yet known. More than six million people live in Missouri state. In a data breach notification posted last week, Missouri's DSS said: "IBM is a vendor that provides services to DSS, the state agency that provides Medicaid services to eligible Missourians. The data vulnerability did not directly impact any DSS systems, but impacted data belonging to DSS." DSS says that the data accessed may include an individual's name, department client number, date of birth, possible benefit eligibility status or coverage, and medical claims information.

Will Quantum Computing Supercharge AI - and Then Transform Our Understanding of Reality? (scmp.com) 107

Quantum computing could turbo-charge AI into something "massively, universally transformative," argues the South China Morning Post, citing a quote from theoretical physicist Michio Kaku. "AI has the ability to learn new, complex tasks, and quantum computers can provide the computational muscle it needs..."

"AI will give us the ability to create learning machines that can begin to mimic human abilities, while quantum computers may provide the calculational power to finally create an intelligent machine." Where AI brings an ability to self-improve and learn from its mistakes, quantum computers add speed and power. Google CEO Sundar Pichai has said "AI can accelerate quantum computing, and quantum computing can accelerate AI...."

Complex calculations that would take classical supercomputers thousands of years to crunch could, in theory, be completed by quantum computers in minutes... In expectation of its advantages, the automotive industry is already collaborating with pioneers in the quantum-computing arena. Daimler has partnered with IBM, Volkswagen with D-Wave Systems (a Canadian quantum-computing firm) and Hyundai with IonQ. "If you can increase the energy density of your battery by another factor of two, three or four, then instead of 300 miles (480km), you can go 600 miles and 1,200 miles on [one] charge," says Kim. "That actually starts to cross the threshold where they become so much more attractive than fossil fuel. And then we can really make an impact on global warming and all these problems..."

Similarly, the mysteries of carbon sequestration could be unravelled by quantum computing, with clear benefits for the efforts to reverse global warming. Drug design at the molecular level could be revolutionised, opening up new avenues for vaccines and, for example, personalised cancer treatment. There's no doubt about it: with effective quantum computing our understanding of chemical processes could become godlike. Finance and investment, too, could be revolutionised by the qubit. The huge range of factors that produce market fluctuations allow for an almost infinite range of possible outcomes, and modelling these possibilities would be relatively simple for quantum computers. Forecasts of market movements would become far more accurate...

For many physicists and mathematicians, every step of the journey towards functional and world-changing quantum computers assumes acknowledgement of an even more profound goal: a greater understanding of the nature of reality. This could also mean that the very nature of understanding has to be reconsidered.

The article suggests we "occupy ourselves with the dawning realisation that something philosophically far-reaching has begun to percolate into our shared consciousness from the laboratories of the world's quantum pioneers."

Oracle, SUSE, and CIQ Go After Red Hat With the Open Enterprise Linux Association (zdnet.com) 70

In a groundbreaking move, CIQ, Oracle, and SUSE have come together to announce the formation of the Open Enterprise Linux Association (OpenELA). From a report: The goal of this new collaborative trade association is to foster "the development of distributions compatible with Red Hat Enterprise Linux (RHEL) by providing open and free enterprise Linux source code."

The inception of OpenELA is a direct response to Red Hat's recent alterations to RHEL source code availability. This new Delaware 501(c)(6) US nonprofit association will provide an open process for organizations to access source code. This will enable it to build RHEL-compatible distributions. The initiative underscores the importance of community-driven source code, which serves as a foundation for creating compatible distributions.

Mike McGrath, Red Hat's vice president of Red Hat Core Platforms, sparked this when he announced Red Hat would be changing how users can access RHEL's source code. For the non-Hatters among you, Core Platforms is the division in charge of RHEL. McGrath wrote, "CentOS Stream will now be the sole repository for public RHEL-related source code releases. For Red Hat customers and partners, source code will remain available via the Red Hat Customer Portal."

This made it much more difficult for RHEL clone vendors, such as AlmaLinux, Rocky Linux, and Oracle Linux, to create perfect RHEL variant distributions. AlmaLinux elected to try to work with Red Hat's new source code rules. Oracle restarted its old fighting ways with IBM/Red Hat; SUSE announced an RHEL-compatible distro fork plan; and Rocky Linux found new ways to obtain RHEL code. Now the last two, along with CIQ, which started Rocky Linux, have joined forces.

Jon 'maddog' Hall Defends Red Hat's Re-Licensing of RHEL (lpi.org) 101

In February of 1994 Jon "maddog" Hall interviewed a young Linus Torvalds (then just 24). Nearly three decades later — as Hall approaches his 73rd birthday — he's shared a long essay looking back, but also assessing today's controversy about Red Hat's licensing of RHEL. A (slightly- condensed] excerpt: [O]ver time some customers developed a pattern of purchasing a small number of RHEL systems, then using the "bug-for-bug" compatible version of Red Hat from some other distribution. This, of course, saved the customer money, however it also reduced the amount of revenue that Red Hat received for the same amount of work. This forced Red Hat to charge more for each license they sold, or lay off Red Hat employees, or not do projects they might have otherwise funded. So recently Red Hat/IBM made a business decision to limit their customers to those who would buy a license from them for every single system that would run RHEL and only distribute their source-code and the information necessary on how to build that distribution to those customers. Therefore the people who receive those binaries would receive the sources so they could fix bugs and extend the operating system as they wished.....this was, and is, the essence of the GPL.

Most, if not all, of the articles I have read have said something along the lines of "IBM/Red Hat seem to be following the GPL..but...but...but... the community! "

Which community? There are plenty of distributions for people who do not need the same level of engineering and support that IBM and Red Hat offer. Red Hat, and IBM, continue to send their changes for GPLed code "upstream" to flow down to all the other distributions. They continue to share ideas with the larger community. [...]

I now see a lot of people coming out of the woodwork and beating their breasts and saying how they are going to protect the investment of people who want to use RHEL for free [...] So far I have seen four different distributions saying that they will continue the production of "not RHEL", generating even more distributions for the average user to say "which one should I use"? If they really want to do this, why not just work together to produce one good one? Why not make their own distributions a RHEL competitor? How long will they keep beating their breasts when they find out that they can not make any money at doing it? SuSE said that they would invest ten million dollars in developing a competitor to RHEL. Fantastic! COMPETE. Create an enterprise competitor to Red Hat with the same business channels, world-wide support team, etc. etc. You will find it is not inexpensive to do that. Ten million may get you started.

My answer to all this? RHEL customers will have to decide what they want to do. I am sure that IBM and Red Hat hope that their customers will see the value of RHEL and the support that Red Hat/IBM and their channel partners provide for it. The rest of the customers who just want to buy one copy of RHEL and then run a "free" distribution on all their other systems no matter how it is created, well it seems that IBM does not want to do business with them anymore, so they will have to go to other suppliers who have enterprise capable distributions of Linux and who can tolerate that type of customer. [...]

I want to make sure people know that I do not have any hate for people and companies who set business conditions as long as they do not violate the licenses they are under. Business is business.

However I will point out that as "evil" as Red Hat and IBM have been portrayed in this business change there is no mention at all of all the companies that support Open Source "Permissive Licenses", which do not guarantee the sources to their end users, or offer only "Closed Source" Licenses....who do not allow and have never allowed clones to be made....these people and companies do not have any right to throw stones (and you know who you are).

Red Hat and IBM are making their sources available to all those who receive their binaries under contract. That is the GPL.

For all the researchers, students, hobbyists and people with little or no money, there are literally hundreds of distributions that they can choose, and many that run across other interesting architectures that RHEL does not even address.

But mainframes, which are purpose-built to process enormous amounts of data, are still extremely relevant today. If they're dinosaurs, they're T-Rexes, and desktops and server computers are puny mammals to be trodden underfoot.

It's estimated that there are 10,000 mainframes in use today. They're used almost exclusively by the largest companies in the world, including two-thirds of Fortune 500 companies, 45 of the world's top 50 banks, eight of the top 10 insurers, seven of the top 10 global retailers, and eight of the top 10 telecommunications companies. And most of those mainframes come from IBM.

In this explainer, we'll look at the IBM mainframe computer -- what it is, how it works, and why it's still going strong after over 50 years.

Red Hat's Decision Prompts Outrage and Sympathy, Called 'Necessary' and 'Embarrassing' (siliconangle.com) 118

SiliconANGLE reports that Red Hat's decision to limit access to RHEL sources "has sparked outrage in some circles," but observers contacted by the publication "were mostly sympathetic" to Red Hat's position: Most acknowledged that the company's explanation that it couldn't keep funding the development of software that competitors then gave away for free was reasonable. But not Bill Ottman, founder and chief executive officer of Minds Inc., a social network built on open-source code." They are completely embarrassing themselves by betraying the community and their own model," he said. "Their best bet is to immediately reverse course and apologize."

Others were more inclined to agree with Josh Amishav, founder and CEO of data breach monitoring firm Breachsense. "If we want commercial entities to support our underlying operating system, they need to find ways to be profitable," he said. "If you disagree with Red Hat's policy change, then there are plenty of excellent Linux alternatives to choose from."

Some saw the move as a consequence of pressure inside IBM to justify the $34 billion it paid to buy Red Hat nearly five years ago. "Red Hat has to change to protect its business," said Joe Brockmeier, head of community at open-source developer Percona LLC and a former Red Hat employee. "They seem to have tried to find the least harmful way to do that. It's a necessary decision, although one that could have been communicated a little better." Brockmeier agreed with Red Hat's argument that it can't continue to fund innovations and give them away for free. "Copying a company's product isn't what open source is about," he said. "The code is what allows every company and individual to run, study, modify and distribute work based on a project. The members of the community can do those things; what they are finding harder to do is to 'clone' RHEL."

Not everyone buys the argument that IBM needed to wring more revenue out of its subsidiary. "Considering IBM's gross profit for [fiscal 2022] was $32.863 billion, this certainly wasn't a make-or-break decision for IBM's profitability," said Kadan Stadelmann, chief technology officer at Komodo, developer of a cryptocurrency and blockchain platform. And there's some risk to Red Hat in closing down source code access. "By totally removing free and open-source software, Red Hat may not necessarily increase revenues that much while alienating its large community of open-source developers," Stadelmann said.

There's evidence that's already happening, at least for now. Red Hat's action has both energized and elevated the profiles of some open-source alternatives.

Oracle Takes On Red Hat In Linux Code Fight (zdnet.com) 129

Steven Vaughan-Nichols writes via ZDNet: I'd been waiting for Oracle to throw its hat into the ring for the Red Hat Enterprise Linux (RHEL) Linux source-code fight. I knew it was only a matter of time. On July 10, Oracle's Edward Screven, chief corporate architect, and Wim Coekaerts, head of Oracle Linux development, declared: "IBM's actions are not in your best interest. By killing CentOS as a RHEL alternative and attacking AlmaLinux and Rocky Linux, IBM is eliminating one way your customers save money and make a larger share of their wallet available to you."

In fact, Oracle now presents itself as an open-source Linux champion: "Oracle has always made Oracle Linux binaries and source freely available to all. We do not have subscription agreements that interfere with a subscriber's rights to redistribute Oracle Linux. On the other hand, IBM subscription agreements specify that you're in breach if you use those subscription services to exercise your GPLv2 rights." As of June 21, IBM no longer publicly releases RHEL source code -- in short, the gloves are off, and the fight's on. But this is also just the latest move in a fight that's older than many of you. [...]

Mike McGrath, Red Hat's vice president of core platforms, explained why Red Hat would no longer be releasing RHEL's code, but only CentOS Stream's code, because "thousands of [Red Hat] people spend their time writing code to enable new features, fixing bugs, integrating different packages and then supporting that work for a long time ... We have to pay the people to do that work." That sentiment is certainly true. But I also feel that Oracle takes the worst possible spin, with Screven and Coekaerts commenting: "IBM doesn't want to continue publicly releasing RHEL source code because it has to pay its engineers? That seems odd, given that Red Hat as a successful independent open source company chose to publicly release RHEL source and pay its engineers for many years before IBM acquired Red Hat in 2019 for $34 billion."

So, what will Oracle do now? For starters, Oracle Linux will continue to be RHEL-compatible through RHEL 9.2. But Screven and Coekaerts suggest that "if an incompatibility does affect a customer or ISV, Oracle will work to remediate the problem." As for Oracle Linux's code: "Oracle is committed to Linux freedom. Why Are There So Many Programming Languages? (acm.org) 160

Long-time Slashdot reader theodp writes: Recalling a past Computer History Museum look at the evolution of programming languages, Doug Meil ponders the age-old question of Why Are There So Many Programming Languages? in a new Communications of the ACM blog post.

"It's worth noting and admiring the audacity of PL/I (1964)," Meil writes, "which was aiming to be that 'one good programming language.' The name says it all: Programming Language 1. There should be no need for 2, 3, or 4. [Meil expands on this thought in Lessons from PL/I: A Most Ambitious Programming Language.] Though PL/I's plans of becoming the Highlander of computer programming didn't play out like the designers intended, they were still pulling on a key thread in software: why so many languages? That question was already being asked as far back as the early 1960's."

One of PL/I's biggest fans was Digital Research Inc. (DRI) founder Gary Kildall, who crafted the PL/I-inspired PL/M (Programming Language for Microcomputers) in 1973 for Intel. But IBM priced PL/I higher than the languages it sought to replace, contributing to PL/I's failure to gain traction. (Along the lines of how IBM's deal with Microsoft gave rise to a price disparity that was the undoing of Kildall's CP/M OS, bundled with every PC in a 'non-royalty' deal. Windows was priced at $40 while CP/M was offered 'a la carte' at $240.) As a comp.lang.pl1 poster explained in 2006, "The truth of the matter is that Gresham's Law: 'Bad money drives out good' or Ruskin's principle: 'The hoi polloi always prefer an inferior, cheap product over a superior, more expensive one' are what govern here."

Tech Stocks Rebound in Best Half-Year Since 1983, Rising 32% (cnbc.com) 39

CNBC reports: On Friday, the Nasdaq wrapped up the first six months of the year with a 1.5% rally, bringing its gains so far for 2023 to 32%. That's the sharpest first-half jump in the tech-heavy index since 1983, when the Nasdaq rose 37%...

[M]omentum is always a driver when it comes to tech, and investors are notoriously fearful of missing out, even if they simultaneously worry about frothy valuations. Coming off a miserable 2022, in which the Nasdaq lost one-third of its value, the big story was cost-cutting and efficiency. Mass layoffs at Alphabet, Meta and Amazon as well as at numerous smaller companies paved the way for a rebound in earnings and a more realistic outlook for growth. Meta and Tesla, which both got hammered last year, have more than doubled in value so far in 2023. Alphabet is up 36% after dropping 39% in 2022... Nvidia shares soared 190% in the first half, lifting the 30-year-old company's market cap past $1 trillion.

"I think you're going to continue to see tech dominate because we're still all abuzz about AI," said Bryn Talkington, managing partner at Requisite Capital Management, in an interview with CNBC's "Closing Bell" on Thursday. Talkington, whose firm holds Nvidia shares, said the chipmaker has a unique story, and that its growth is not shared across the industry. Rather, large companies working on AI have to spend heavily on Nvidia's technology. "Nvidia not only owns the shovels and axes of this AI goldrush," Talkington said. "They actually are the only hardware store in town."

Apple hasn't seen gains quite so dramatic, but the stock is still up 50% this year, trading at a record and pushing the iPhone maker to a $3 trillion market cap.

The article points out that the last time Nasdaq stocks had a better first-half of the year, "Apple was touting its Lisa desktop computer, IBM was the most-valuable tech company in the U.S. and Mark Zuckerberg hadn't been born."

Hospital Cyber Attacks Surge, Risking Struggling Bottom Lines (bloomberg.com) 40

Cyberattacks on US hospitals are on the rise, adding a layer of financial pressure onto an industry still struggling to recover from the pandemic. From a report: Health facilities have been hit with 226 digital incursions affecting 36 million people this year, on track to be more widespread than 2022 attacks, according to John Riggi, the national advisor for cybersecurity and risk at the American Hospital Association. Cyber raids on hospitals more than tripled in the past five years and have become more sophisticated, just when hospitals are coping with higher costs for labor and supplies and grappling with staff shortages. The industry in 2022 had what Moody's Investors Service analyst Matthew Cahill called "arguably the worst year in health-care history" for financial performance. "There's really no wiggle room for hospitals to deal with this," Cahill said in an interview. He said cyber risk has contributed to downgrades, including one at Missouri's Capital Region Medical Center last year following a breach.

Health-care facilities are attractive targets for cybercriminals because they hold ample personal data on patients, Matt Fabian and Lisa Washburn of Municipal Market Analytics wrote in a research note. Staffing shortages and wide use of third-party technology make the sector particularly vulnerable. The problem is particularly dire at smaller and rural hospitals, which have more financial distress and tend to use older technology. In an April note, Moody's cited an IBM survey that showed hospitals for 12 years have had the highest average cyberattack cost per industry, with $10.1 million in 2022. The AHA's Riggi said that while most hospitals have insurance, the cost to recover from attacks could be up to 10 times what insurance pays out.

Quantum Computing Advance Begins New Era, IBM Says (nytimes.com) 28

Because of their intrinsic ability to consider many possibilities at once, quantum computers do not have to be very large to tackle certain prickly problems of computation, and on Wednesday, IBM researchers announced that they had devised a method to manage the unreliability in a way that would lead to reliable, useful answers. From a report: "What IBM showed here is really an amazingly important step in that direction of making progress towards serious quantum algorithmic design," said Dorit Aharonov, a professor of computer science at the Hebrew University of Jerusalem who was not involved with the research. While researchers at Google in 2019 claimed that they had achieved "quantum supremacy" -- a task performed much more quickly on a quantum computer than a conventional one -- IBM's researchers say they have achieved something new and more useful, albeit more modestly named. "We're entering this phase of quantum computing that I call utility," said Jay Gambetta, a vice president of IBM Quantum. "The era of utility." A team of IBM scientists who work for Dr. Gambetta described their results in a paper published on Wednesday in the journal Nature.

[...] The IBM researchers in the new study performed a different task, one that interests physicists. They used a quantum processor with 127 qubits to simulate the behavior of 127 atom-scale bar magnets -- tiny enough to be governed by the spooky rules of quantum mechanics -- in a magnetic field. That is a simple system known as the Ising model, which is often used to study magnetism. This problem is too complex for a precise answer to be calculated even on the largest, fastest supercomputers. On the quantum computer, the calculation took less than a thousandth of a second to complete. Each quantum calculation was unreliable -- fluctuations of quantum noise inevitably intrude and induce errors -- but each calculation was quick, so it could be performed repeatedly.
