The iconic spacefaring adventure "Mass Effect" is back today with "Mass Effect: Legendary Edition," a single, remastered version of all three games. From a report: There is no series like "Mass Effect" -- even when it comes to BioWare's other choice-driven RPGs like "Dragon Age." "Mass Effect" is a big ol' space adventure first and foremost, but it's also about loyalty, love, and tough calls. "Mass Effect" follows Commander Shepard -- a hero players can customize for looks and gender -- across three games as they wage war against a galactic threat known as the Reapers. Key choices carry through all three games, whether it's who survives, or who you ally yourself with.

"Mass Effect" (2007) is a classic sci-fi thriller, where Shepard races to stop a turncoat operative hungry for power.
"Mass Effect 2" (2010) is a miscreant adventure centered on building a ragtag squad, culminating in a final "suicide" mission where everyone's survival is on the line.

Oblique Wave Detonation Engine May Unlock Mach 17 Aircraft (newatlas.com) 104

schwit1 shares a report from New Atlas: UCF researchers say they've trapped a sustained explosive detonation, fixed in place, for the first time, channeling its enormous power into thrust in a new oblique wave detonation engine that could propel an aircraft up to 17 times the speed of sound, potentially beating the scramjet as a hypersonic propulsion method. [...] Rotating detonation engines, in which the shockwaves from one detonation are tuned to trigger further detonations within a ring-shaped channel, were thought of as impossible to build right up until researchers at the University of Central Florida (UCF) went ahead and demonstrated a prototype last year in sustained operation. Due for testing in a rocket launch by around 2025, rotating detonation engines should be more efficient than pulse detonation engines simply because the combustion chamber doesn't need to be cleared out between detonations.

Now, another team from UCF, including some of the same researchers that built the rotating detonation engine last year, says it's managed a world-first demonstration of an elusive third type of detonation engine that could out-punch them all, theoretically opening up a pathway to aircraft flying at speeds up to 13,000 mph (21,000 km/h), or 17 times the speedThe UCF team claims it has successfully stabilized a detonation wave under hypersonic flow conditions, keeping it in place rather than having it move upstream (where it could cause the fuel source to explode) or downstream (where it would lose its explosive advantage and fizzle out into a deflagration). [...] Where a detonation typically lasts only a matter of micro- or milliseconds, the UCF team managed to sustain this one experimentally until the fuel was turned off after around three seconds. That's long enough to prove the device works [...].

Cheap, Highly Efficient New EV Motor Uses No Magnets (newatlas.com) 135

"An EV motor has been developed that uses no magnets, thus lessening the United States' reliance on Chinese magnets (which make up 97% of the world's supply)," writes Slashdot reader nickwinlund77, adding: "I wonder what the motor's performance is like on high grade roads?" New Atlas reports: German company Mahle has just announced a new electric motor that sounds like it solves a lot of problems in a very tidy manner. The new Mahle design uses no magnets, instead using powered coils in its rotor. Unlike previous efforts, it transfers power to the spinning rotor using contactless induction -- so there are basically no wear surfaces. This should make it extremely durable -- not that electric motors have a reputation for needing much maintenance. The lack of expensive metals should make it cheaper to manufacture than typical permanent-magnet motors. Mahle says the ability to tune and change the parameters of the rotor's magnetism instead of being stuck with what a permanent magnet offers has allowed its engineers to achieve efficiencies above 95 percent right through the range of operating speeds -- "a level that has only been achieved by Formula E racing cars." It's also particularly efficient at high speeds, so it could help squeeze a few extra miles out of a battery in normal use. The company says it'll scale nicely from sizes relevant to compact cars up to commercial vehicles.

"Our magnet-free motor can certainly be described as a breakthrough, because it provides several advantages that have not yet been combined in a product of this type," says Dr. Martin Berger, Mahle's VP of Corporate Research and Advanced Engineering. "As a result, we can offer our customers a product with outstanding efficiency at a comparatively low cost." Mass production is about two and a half years away, according to IEEE Spectrum, and Mahle has not yet nominated which auto manufacturers it's dealing with, but test samples are already starting to circulate.

Researchers Have Developed a Way To Wirelessly Charge Vehicles On the Road (jalopnik.com) 143

An anonymous reader quotes a report from Jalopnik: [R]esearchers at Cornell University, led by Associate Professor of Electrical and Computer Engineering Khurram Afridi, have developed technology that would allow vehicles to be charged on the road while in motion. It would essentially turn U.S. roadways into wireless chargers. Afrindi says he has been working on the tech for the last seven years. Here's how it would work, according to Afrindi via Business Insider: "'Highways would have a charging lane, sort of like a high occupancy lane,' Afridi told Insider. 'If you were running out of battery you would move into the charging lane. It would be able to identify which car went into the lane and it would later send you a bill.' The science behind Afridi's project goes back over 100 years to Nikola Tesla, the inventor who used alternating electric fields to power lights without plugging them in. Afridi's technology would embed special metal plates in the road that are connected to a powerline and a high frequency inverter. The plates will create alternating electric fields that attract and repel a pair of matching plates attached to the bottom of the EV.No need to worry about stopping to charge unless you're down for the night. They have run into a problem, however. They can't seem to find the parts that can handle the high levels of power needed to charge vehicles enough while they are in motion. It would have to be a material that's not only weatherproof but able to withstand high voltage and heat from the passing vehicles."

Several Top Chinese Sellers Have Quietly Disappeared From Amazon (techcrunch.com) 85

Rita Liao, reporting for TechCrunch: If you ever bought power banks, water bottles, toys, or other daily goods on Amazon, the chances are your suppliers are from China. Analysts have estimated that the share of Chinese merchants represented 75% of Amazon's new sellers in January, up from 47% the year before, according to Marketplace Pulse, an e-commerce research firm. Chinese sellers are swarming not just Amazon but also eBay, Wish, Shopee and Alibaba's AliExpress. The boom is in part a result of intense domestic competition in China's online retail world, which forces merchants to seek new markets. Traditional exporters are turning to e-commerce, cutting out excessive distributors. Businesses are enchanted by the tale that a swathe of the priciest property in Shenzhen, an expensive city known for its tech and manufacturing, is now owned by people who made a fortune from e-commerce export.

But the get-rich-quick optimism among the cross-border community came to a halt when several top Chinese sellers disappeared from Amazon over the past few days. At least eleven accounts that originate from Greater China were suspended, according to Juozas Kaziukenas, founder of Marketplace Pulse. Several accounts belong to the same parent firms, as it's normal for big sellers, those with more than a million dollars in annual sales, to operate multiple brands on Amazon to optimize sales. TechCrunch has reached out to Mpower and Aukey, whose Amazon stores are gone and were two of the most successful brands native to the American marketplace. In total, the suspended accounts contribute over a billion dollars in gross merchandise value (GMV) to Amazon, said Kaziukenas.

UK To Require Social Media To Protect 'Democratically Important' Content (theguardian.com) 52

Long-awaited proposals in the UK to regulate social media are a "recipe for censorship," campaigners have said, which fly in the face of the government's attempts to strengthen free speech elsewhere in Britain. From a report: The online safety bill, which was introduced to parliament on Wednesday, hands Ofcom the power to punish social networks which fail to remove "lawful but harmful" content. The proposals were welcomed by children's safety campaigns, but theyhave come under fire from civil liberties organisations. "Applying a health and safety approach to everybody's online speech combined with the threat of massive fines against the platforms is a recipe for censorship and removal of legal content," said Jim Killock, the director of the Open Rights Group. "Facebook does not operate prisons and is not the police. Trying to make platforms do the job of law enforcement through technical means is a recipe for failure."

The centre-right CPS thinktank was similarly critical. "It is for parliament to determine what is sufficiently harmful that it should not be allowed, not for Ofcom or individual platforms to guess," it said. "If something is legal to say, it should be legal to type," CPS's director, Robert Colvile, added. In its update to the bill from the white paper first drafted by Theresa May's government in 2019, the Department for Digital, Culture, Media and Sport added sections intended to prevent harm to free expression. Social networks will now need to perform and publish "assessments of their impact on freedom of expression."

Biden Administration Approves Nation's First Major Offshore Wind Farm (reuters.com) 267

The Biden administration gave approval Tuesday to the nation's first commercial-scale offshore wind farm, which is scheduled to begin construction this summer. The New York Times reports: he Vineyard Wind project calls for up to 84 turbines to be installed in the Atlantic Ocean about 12 nautical miles off the coast of Martha's Vineyard, Mass. Together, they could generate about 800 megawatts of electricity, enough to power about 400,000 homes. The administration estimates that the work will create about 3,600 jobs. The project would dwarf the scale of the country's two existing wind farms, off the coasts of Virginia and Rhode Island. Together, they produce just 42 megawatts of electricity. In addition to Vineyard Wind, a dozen other offshore wind projects along the East Coast are now under federal review. The Interior Department has estimated that by the end of the decade, some 2,000 turbines could be churning in the wind along the coast from Massachusetts to North Carolina.

Electricity generated by the Vineyard Wind turbines will travel via cables buried six feet below the ocean floor to Cape Cod, where they would connect to a substation and feed into the New England grid. The company said that it expects to begin delivering wind-powered electricity in 2023. The Biden administration said that it intended to fast-track permits for other projects off the Atlantic Coast and that it would offer $3 billion in federal loan guarantees for offshore wind projects and invest in upgrades to ports across the United States to support wind turbine construction. [...] The administration has pledged to build 30,000 megawatts of offshore wind in the United States by 2030. It's a target the White House has said would spark $12 billion in capital investments annually, supporting 77,000 direct and indirect jobs by the end of the decade. If Mr. Biden's offshore wind targets are met, it could avoid 78 million metric tons of carbon dioxide emissions, while creating new jobs and even new industries along the way, the administration said.

Apple Faces UK Class Action for App Store Overcharging (bloomberg.com) 33

Apple is facing a London lawsuit over claims it overcharged nearly 20 million U.K. customers for App Store purchases, yet another legal headache for the tech giant fighting lawsuits across the world. Bloomberg reports: Apple's 30% fee is "excessive" and "unlawful" the claimants said in a press release Tuesday. The claim, filed at London's Competition Appeal Tribunal on Monday, calls for the U.S. firm to compensate U.K. iPhone and iPad users for years of alleged overcharging. They estimate that Apple could face paying out in excess of 1.5 billion pounds ($2.1 billion). "Apple is abusing its dominance in the app store market, which in turn impacts U.K. consumers," Rachael Kent, the lead claimant in the case and a professor at King's College London. She teaches the ways in which consumers interact and depend upon digital platforms.

The legal challenges come as Apple faces a backlash -- with billions of dollars in revenue on the line -- from global regulators and some developers who say its fees and other policies are unjust and self-serving. Last month, the European Commission sent a statement of objections to the firm, laying out how it thinks Apple abused its power as the "gatekeeper" for music-streaming apps on its store. The suit alleges that Apple deliberately shuts out potential competition and forces ordinary users to use its own payment processing system, generating unlawfully excessive levels of profit for the company. The claimants say any U.K. user of an iPhone or iPad who purchased paid apps, subscriptions or made other in-app purchases since October 2015 is entitled to compensation.
"We believe this lawsuit is meritless and welcome the opportunity to discuss with the court our unwavering commitment to consumers and the many benefits the App Store has delivered to the U.K.'s innovation economy," Apple said in an emailed statement. "The commission charged by the App Store is very much in the mainstream of those charged by all other digital marketplaces," Apple said. "In fact, 84% of apps on the App Store are free and developers pay Apple nothing. And for the vast majority of developers who do pay Apple a commission because they are selling a digital good or service, they are eligible for a commission rate of 15%."

California Ban On Gas-Powered Cars Would Rewrite Plug-In Hybrid Rules (cnet.com) 118

An anonymous reader quotes a report from CNET: As of now, California wants to implement an 80-20 mix where 80% of new cars sold will be totally electric or hydrogen-powered, and 20% may still feature a plug-in hybrid powertrain. Essentially, automakers will still be able to plop an engine under the hood come 2035. However, PHEVs will need to follow far more stringent definitions of the powertrain. California wants any plug-in hybrid to achieve 50 miles of all-electric range to meet the categorization -- a huge ask. Only two plug-in hybrids in recent years meet that criteria: the Chevrolet Volt (no longer on sale) and the Polestar 1 (soon to exit production). To achieve such a lofty range, automakers need to fit larger batteries, and when you're talking about a big battery and an internal-combustion engine, things get complex (and costly) quickly.

But, that's not all the state will need. Future PHEVs to qualify under these regulations will need to be capable of driving under only electric power throughout their charged range. So, no software to flick on the engine for a few moments to recoup some lost energy. While these regulations would actually benefit drivers to shift PHEVs away from "compliance cars" to something far more usable, the complexities may just turn automakers to focus exclusively on EVs. It all remains to be seen, however since the plans remain open for public comment until June 11 of this year. After that, the board will vote and detail a full proposal later this year.

Harley-Davidson on Monday launched an all-electric motorcycle brand "LiveWire," the latest effort by the company to ramp up bets on the rapidly growing electric-vehicle market. Reuters reports: Named after Harley's first electric motorbike, which was unveiled in [2014], the "LiveWire" division is slated to launch its first branded motorcycle in July. The company had said in February it would create a separate electric vehicle-focused division, as it aims to attract the next generation of younger and more environmentally conscious riders. "We are seizing the opportunity to lead and define the market in EV," Chief Executive Officer Jochen Zeitz said in a statement on Monday. "LiveWire also plans to innovate and develop technology that will be applicable to Harley-Davidson electric motorcycles in the future." Axios reports: The hashtag started circulating last year, but has returned periodically as developers fight for better working conditions. Salary sharing is a way to equalize the field. By removing the secrecy, as well as the stigma, around discussing pay, workers have more power to advocate for themselves when negotiating salaries and raises. In 2020, Blizzard employees shared their salaries anonymously via a spreadsheet to compare compensation. Electric Cars 'Will Be Cheaper To Produce Than Fossil Fuel Vehicles By 2027' (theguardian.com) 372

An anonymous reader quotes a report from The Guardian: Electric cars and vans will be cheaper to produce than conventional, fossil fuel-powered vehicles by 2027, and tighter emissions regulations could put them in pole position to dominate all new car sales by the middle of the next decade, research has found. By 2026, larger vehicles such as electric sedans and SUVs will be as cheap to produce as petrol and diesel models, according to forecasts from BloombergNEF, with small cars reaching the threshold the following year. The falling cost of producing batteries for electric vehicles, combined with dedicated production lines in carmarkers' plants, will make them cheaper to buy, on average, within the next six years than conventional cars, even before any government subsidies, BloombergNEF found.

The new study, commissioned by Transport & Environment, a Brussels-based non-profit organization that campaigns for cleaner transport in Europe, predicts new battery prices will fall by 58% between 2020 and 2030 to $58 per kilowatt hour. A reduction in battery costs to below $100 per kWh, is viewed as an important step towards greater take-up of fully electric vehicles, and would largely remove the financial appeal of hybrid electric vehicles, which combine a battery with a conventional engine.

US Scrambles to Keep Fuel Flowing After Pipeline Cyberattack. Russian Cybercriminals Suspected (bbc.com) 238

A ransomware attack affecting a pipeline that supplies 45% of the fuel supplies for the Eastern U.S. has now led U.S. president Biden to declare a regional emergency providing "regulatory relief" to expand fuel delivery by other routes.

Axios reports: Friday night's cyberattack is "the most significant, successful attack on energy infrastructure" known to have occurred in the U.S., notes energy researcher Amy Myers Jaffe, per Politico. It follows other significant cyberattacks on the federal government and U.S. companies in recent months... 5,500 miles of pipeline have been shut down in response to the attack.
The BBC reports: Experts say fuel prices are likely to rise 2-3% on Monday, but the impact will be far worse if it goes on for much longer... Colonial Pipeline said it is working with law enforcement, cyber-security experts and the Department of Energy to restore service. On Sunday evening it said that although its four mainlines remain offline, some smaller lateral lines between terminals and delivery points are now operational...

Independent oil market analyst Gaurav Sharma told the BBC there is a lot of fuel now stranded at refineries in Texas. "Unless they sort it out by Tuesday, they're in big trouble," said Sharma. "The first areas to be impacted would be Atlanta and Tennessee, then the domino effect goes up to New York..." The temporary waiver issued by the Department of Transportation enables oil products to be shipped in tankers up to New York, but this would not be anywhere near enough to match the pipeline's capacity, Mr Sharma warned.

UPDATE (5/10): "On Monday, U.S. officials sought to soothe concerns about price spikes or damage to the economy by stressing that the fuel supply had so far not been disrupted," reports the Associated Press, "and the company said it was working toward 'substantially restoring operational service' by the weekend."

CNN reports that a criminal group originating from Russia named DarkSide "is believed to be responsible for a ransomware cyberattack on the Colonial Pipeline, according to a former senior cyber official. DarkSide typically targets non-Russian speaking countries, the source said... Bloomberg and The Washington Post have also reported on DarkSide's purported involvement in the cyberattack..."

If so, NBC News adds some sobering thoughts: Although Russian hackers often freelance for the Kremlin, early indications suggest this was a criminal scheme — not an attack by a nation state, the sources said. But the fact that Colonial had to shut down the country's largest gasoline pipeline underscores just how vulnerable American's cyber infrastructure is to both criminals and national adversaries, such as Russia, China and Iran, experts say. "This could be the most impactful ransomware attack in history, a cyber disaster turning into a real-world catastrophe," said Andrew Rubin, CEO and co-founder of Illumio, a cyber security firm...

If the culprit turns out to be a Russian criminal group, it will underscore that Russia gives free reign to criminal hackers who target the West, said Dmitri Alperovitch, co-founder of the cyber firm CrowdStrike and now executive chairman of a think tank, the Silverado Policy Accelerator. "Whether they work for the state or not is increasingly irrelevant, given Russia's obvious policy of harboring and tolerating cyber crime," he said.

Citing multiple sources, the BBC reports that DarkSide "infiltrated Colonial's network on Thursday and took almost 100GB of data hostage. After seizing the data, the hackers locked the data on some computers and servers, demanding a ransom on Friday. If it is not paid, they are threatening to leak it onto the internet... "

The BBC also shares some thoughts from Digital Shadows, a London-based cyber-security firm that tracks global cyber-criminal groups to help enterprises limit their exposure online: Digital Shadows thinks the Colonial Pipeline cyber-attack has come about due to the coronavirus pandemic — the rise of engineers remotely accessing control systems for the pipeline from home. James Chappell, co-founder and chief innovation officer at Digital Shadows, believes DarkSide bought account login details relating to remote desktop software like TeamViewer and Microsoft Remote Desktop.

He says it is possible for anyone to look up the login portals for computers connected to the internet on search engines like Shodan, and then "have-a-go" hackers just keep trying usernames and passwords until they get some to work.

"We're seeing a lot of victims now, this is seriously a big problem now," said Mr Chappell.

Electric Vehicles May Drive a Lithium Supply Crunch (ieee.org) 175

A carbon-free future "will require many millions of batteries, both to drive electric vehicles and to store wind and solar power on the grid," reports IEEE Spectrum. Unfortunately, today's battery chemistries "mostly rely on lithium — a metal that could soon face a global supply crunch." Recently, Rystad Energy projected a "serious lithium supply deficit" in 2027 as mining capacity lags behind the EV boom. The mismatch could effectively delay the production of around 3.3 million battery-powered passenger cars that year, according to the research firm. Without new mining projects, delays could swell to the equivalent of 20 million cars in 2030. Battery-powered buses, trucks, ships, and grid storage systems will also feel the squeeze... [T]he solution isn't as simple as mining more hard rock — called spodumene — or tapping more underground brine deposits to extract lithium. That's because most of the better, easier-to-exploit reserves are already spoken for in Australia (for hard rock) and in Chile and Argentina (for brine). To drastically scale capacity, producers will also need to exploit the world's "marginal" resources, which are costlier and more energy-intensive to develop than conventional counterparts...

Concerns about supply constraints are driving innovation in the lithium industry. A handful of projects in North America and Europe are piloting and testing "direct lithium extraction," an umbrella term for technologies that, generally speaking, use electricity and chemical processes to isolate and extract concentrated lithium... In southwestern Germany, Vulcan Energy is extracting lithium from geothermal springs that bubble thousands of meters below the Rhine river. The startup began operating its first pilot plant in mid-April. Vulcan said it could be extracting 15,000 metric tons of lithium hydroxide — a compound used in battery cathodes — per year. In southern California, Controlled Thermal Resources is developing a geothermal power plant and lithium extraction facility at the Salton Sea. The company said a pilot facility will start producing 20,000 metric tons per year of lithium hydroxide, also by 2024.

Another way to boost lithium supplies is to recover the metal from spent batteries, of which there is already ample supply. Today, less than 5 percent of all spent lithium-ion batteries are recycled, in large part because the packs are difficult and expensive to dismantle. Many batteries now end up in landfills, leaching chemicals into the environment and wasting usable materials. But Sophie Lu, the head of metals and mining for BloombergNEF, said the industry is likely to ramp up recycling after 2028, when the supply deficit kicks in. Developers are already starting to build new facilities, including a $175 million plant in Rochester, N.Y. When completed, it will be North America's largest recycling plant for lithium-ion batteries.

The Economic Times also argues that electric cars and renewable energy "may not be as green as they appear. Production of raw materials like lithium, cobalt and nickel that are essential to these technologies are often ruinous to land, water, wildlife and people.

"That environmental toll has often been overlooked in part because there is a race underway among the United States, China, Europe and other major powers. Echoing past contests and wars over gold and oil, governments are fighting for supremacy over minerals that could help countries achieve economic and technological dominance for decades to come."

Ransomware Cyberattack Forces Major US Pipeline Company to Halt Operations (apnews.com) 52

"Colonial Pipeline, which accounts for 45% of the East Coast's fuel, said it has shut down its operations due to a cyberattack," reports ZDNet. "The attack highlights how ransomware and other cyberattacks are increasingly a threat to real-world infrastructure.

"The company delivers refined petroleum products such as gasoline, diesel, jet fuel, home heating oil, and fuel for the U.S. Military."

UPDATE: Saturday the company confirmed that the attack involved ransomware.

The Associated Press reports: Colonial Pipeline said the attack took place Friday and also affected some of its information technology systems. The Alpharetta, Georgia-based company said it hired an outside cybersecurity firm to investigate the nature and scope of the attack and has also contacted law enforcement and federal agencies. "Colonial Pipeline is taking steps to understand and resolve this issue," the company said in a late Friday statement. "At this time, our primary focus is the safe and efficient restoration of our service and our efforts to return to normal operation. This process is already underway, and we are working diligently to address this matter and to minimize disruption to our customers and those who rely on Colonial Pipeline."

Oil analyst Andy Lipow said the impact of the attack on fuel supplies and prices depends on how long the pipeline is down. An outage of one or two days would be minimal, he said, but an outage of five or six days could causes shortages and price hikes, particularly in an area stretching from central Alabama to the Washington, D.C., area. Lipow said a key concern about a lengthy delay would be the supply of jet fuel needed to keep major airports operating, like those in Atlanta and Charlotte, North Carolina.

Mike Chapple, teaching professor of IT, analytics and operations at the University of Notre Dame's Mendoza College of Business and a former computer scientist with the National Security Agency, said systems that control pipelines should not be connected to the internet and vulnerable to cyber intrusions. "The attacks were extremely sophisticated and they were able to defeat some pretty sophisticated security controls, or the right degree of security controls weren't in place," Chapple said...

The article also points out the U.S. government says it's "undertaking a new effort to help electric utilities, water districts and other critical industries protect against potentially damaging cyberattacks....to ensure that control systems serving 50,000 or more Americans have the core technology to detect and block malicious cyber activity. The White House has announced a 100-day initiative aimed at protecting the country's electricity system from cyberattacks by encouraging owners and operators of power plants and electric utilities to improve their capabilities for identifying cyber threats to their networks. It includes concrete milestones for them to put technologies into use so they can spot and respond to intrusions in real time. The Justice Department has also announced a new task force dedicated to countering ransomware attacks...

Facebook Criticized For 'Arbitrary' Suspension of Trump -- by Its Own Oversight Board (npr.org) 183

"It never occurred to me that a Facebook-appointed panel could avoid a clear decision about Donald Trump's heinous online behavior," writes a New York Times technology reporter. "But that is what it's done..."

They call the board's decision "kind of perfect, actually, since it forces everyone's hand — from the Facebook chief executive Mark Zuckerberg to our limp legislators in Congress..."

The editor of the conservative National Review adds: If Facebook had set out to demonstrate that it has awesome power over speech in the United States, including speech at the core of the nation's political debate, and is wielding that power arbitrarily, indeed has no idea what its own rules truly are or should be, it wouldn't have handled the question any differently... The oversight board underlines the astonishing fact that in reaching its most momentous free-speech decision ever in this country, in determining whether a former president of the United States can use its platform or not, Facebook made it up on the fly. "In applying this penalty," the board writes of the suspension, "Facebook did not follow a clear, published procedure." This is like the U.S. Supreme Court handing down decisions in the absence of a written Constitution, or a home-plate umpire calling balls and strikes without an agreed-upon strike zone...
John Samples, a member of the Oversight Board, has even said explicitly that their decision was not about former president Trump — but about Facebook itself. The Washington Post reports: Samples said the board found that Facebook enforced a rule that didn't exist at the time. Trump was suspended indefinitely, rather than permanently or for a specific period of time, as defined by the company's own rules. "In a sense we were being tough with them," Samples said.

Other members said the board's call should reassure anyone concerned that Facebook wields too much control over online speech. "Anyone who's concerned about Mark Zuckerberg's power and his company's power over our speech online should actually praise this decision," Julie Owono, executive director of Internet Sans Frontières, said at a virtual event hosted by the Stanford Cyber Policy Center. "The board refused to support an arbitrary suspension..."

The flurry of media appearances marked a critical moment in the board's existence, as it tries to prove its legitimacy, define its powers and establish its relationship with Facebook.

NPR notes that former Danish Prime Minister Helle Thorning-Schmidt, a board co-chair, even called Facebook "a bit lazy" for failing to set a specific penalty in the first place... "What we are telling Facebook is that they can't invent penalties as they go along. They have to stick to their own rules," Thorning-Schmidt said in an interview with Axios. The board's criticism didn't stop at Facebook's imposing what it called a "vague, standardless penalty." It slammed the company for trying to outsource its final verdict on Trump. "Facebook has a responsibility to its users and to its community and to the broader public to make its own decisions," Jamal Greene, another board co-chair and constitutional law professor at Columbia, said Thursday during an Aspen Institute event. "The board's job is to make sure that Facebook is doing its job," he said.

Tensions between the board's view of the scope of its role and Facebook's were also evident in the board's revelation that the company wouldn't answer seven of the 46 questions it asked about the Trump case. The questions Facebook refused to answer included how its own design and algorithms might have amplified the reach of Trump's posts and contributed to the Capitol assault. "The ones that the company refused to answer to are precisely related to what happened before Jan. 6," Julie Owono, an oversight board member and executive director of the digital rights group Internet Sans Frontières, said at the Aspen Institute event.

"Our decision says that you cannot make such an important decision, such a serious decision for freedom of expression, freedom of speech, without the adequate context."

Nuclear Reactions Are Smoldering Again At Chernobyl (sciencemag.org) 138

An anonymous reader quotes a report from Science Magazine: Thirty-five years after the Chernobyl Nuclear Power Plant in Ukraine exploded in the world's worst nuclear accident, fission reactions are smoldering again in uranium fuel masses buried deep inside a mangled reactor hall. "It's like the embers in a barbecue pit," says Neil Hyatt, a nuclear materials chemist at the University of Sheffield. Now, Ukrainian scientists are scrambling to determine whether the reactions will wink out on their own -- or require extraordinary interventions to avert another accident.

Sensors are tracking a rising number of neutrons, a signal of fission, streaming from one inaccessible room, Anatolii Doroshenko of the Institute for Safety Problems of Nuclear Power Plants (ISPNPP) in Kyiv, Ukraine, reported last week during discussions about dismantling the reactor. "There are many uncertainties," says ISPNPP's Maxim Saveliev. "But we can't rule out the possibility of [an] accident." The neutron counts are rising slowly, Saveliev says, suggesting managers still have a few years to figure out how to stifle the threat. Any remedy he and his colleagues come up with will be of keen interest to Japan, which is coping with the aftermath of its own nuclear disaster 10 years ago at Fukushima, Hyatt notes. "It's a similar magnitude of hazard."

A New Covid Vaccine Could Bring Hope To the Unvaccinated World (nytimes.com) 52

The German company CureVac hopes its RNA vaccine will rival those made by Moderna and Pfizer-BioNTech. It could be ready next month. From a report: In early 2020, dozens of scientific teams scrambled to make a vaccine for Covid-19. Some chose tried-and-true techniques, such as making vaccines from killed viruses. But a handful of companies bet on a riskier method, one that had never produced a licensed vaccine: deploying a genetic molecule called RNA. The bet paid off. The first two vaccines to emerge successfully out of clinical trials, made by Pfizer-BioNTech and by Moderna, were both made of RNA. They both turned out to have efficacy rates about as good as a vaccine could get. In the months that followed, those two RNA vaccines have provided protection to tens of millions of people in some 90 countries. But many parts of the world, including those with climbing death tolls, have had little access to them, in part because they require being kept in a deep freeze.

Now a third RNA vaccine may help meet that global need. A small German company called CureVac is on the cusp of announcing the results of its late-stage clinical trial. As early as next week, the world may learn whether its vaccine is safe and effective. CureVac's product belongs to what many scientists refer to as the second wave of Covid-19 vaccines that could collectively ease the world's demand. Novavax, a company based in Maryland whose vaccine uses coronavirus proteins, is expected to apply for U.S. authorization in the next few weeks. In India, the pharmaceutical company Biological E is testing another protein-based vaccine that was developed by researchers in Texas. In Brazil, Mexico, Thailand and Vietnam, researchers are starting trials for a Covid-19 shot that can be mass-produced in chicken eggs. Vaccines experts are particularly curious to see CureVac's results, because its shot has an important advantage over the other RNA vaccines from Moderna and Pfizer-BioNTech. While those two vaccines have to be kept in a deep freezer, CureVac's vaccine stays stable in a refrigerator -- meaning it could more easily deliver the newly discovered power of RNA vaccines to hard-hit parts of the world.

Microsoft Shelves Windows 10X, It is not Shipping in 2021 (petri.com) 74

In late 2019, Microsoft announced Windows 10X, a new flavor of Windows 10 designed for dual-screen PCs. Windows 10X, Microsoft said at the time, will power dual-screen PCs from Asus, Dell, HP, Lenovo, and of course Microsoft. But it appears Microsoft has changed its plans about what it wants to do with this version of Windows 10. Microsoft-focused news outlet Petri reported on Friday, citing people familiar with the matter, that Microsoft will not be shipping Windows 10X this year and the OS, as was described by the company in 2019, will likely never arrive. From the report: The company has shifted resources to Windows 10 and 10X is on the back burner, for now. For about a decade, Microsoft has been trying to modernize Windows in various ways. We have seen Windows RT, Windows 10S, and now Windows 10X. The question becomes if there really is a future for anything other than traditional Windows 10? Microsoft said during their last earnings call that there were 1.3 billion active devices are running the OS each month and with that context in mind, does there really need to be a 'lite' version of the OS?

It's a fair question at this point because Microsoft's history of trying to overhaul Windows is a journey down a road with many headstones along the way to 2021. The reality is that if Microsoft is going to invest heavily in a modern version of Windows 10, it should be to run Windows 10 on ARM. A watered-down version of the OS to compete against Chromebooks is not working out today, much like it has not worked out in the past and it may never work out either but the future is hard to predict. While Windows 10 was put in the backseat for the past couple of years and many looked at 10X as a possible revival of excitement for the OS, all eyes should now be focused on Sun Valley -- the next major update to Windows 10. If something is going to return the limelight to Windows, it has to be Sun Valley because that's the only thing left. But just because 10X isn't coming to market anytime soon, the technologies that were built for 10X are migrating to Windows 10. Not everything from 10X will show up in 10 but I would expect to see things like UI updates, app containers, and more arrive in Windows 10.
