ARM Will Continue Supplying Huawei With Mobile Chip Designs (engadget.com) 23
ARM will keep supplying Huawei with its chip designs at least through the next generation, the company said today. From a report: That's a reversal from earlier this year, when ARM had reportedly notified personnel to halt all dealings with the Chinese company. "ARM can provide support to HiSilicon for the Armv8-A architecture, as well as the next generation of that architecture, following a comprehensive review of both architectures, which have been determined to be of non-U.S. origin," the company told Engadget in a statement. ARM, purchased by Japan's Softbank for $32 billion back in 2016, was forced to halt its business with Huawei after the US effectively forbade US companies from dealing with it. Last month, Huawei was forced to release the Mate 30 Pro without Google Play, Google Maps, YouTube and other key Google services. However, it was able to find alternative suppliers for other components and makes its own Kirin 990 mobile processor for the Mate 30 using ARM's design architecture.

By using trade as a political hammer, America is giving companies yet another reason to locate high paying jobs outside of America.

ARM has design faculties in the US. I guess they won't be contributing to new mobile CPU designs until the Chinese market is open to them again.

North Korea is under UN sanctions, so is not really comparable to a trade spat between two countries though.

For some reason politics have been focused on saving vs creating.
Lower Taxes so the companies can save more money Vs raising wages so companies can get more customers.
Save American Jobs from being outsourced Vs. Creating new sectors which Americans have key advantages in
Wealth and Propriety isn't made by saving, it is made by creating.

Once a company makes a RISC-V chip for smartphones then ARM just lost it's primary market. Anything for money.

It's far from that simple. ARM don't just provide a CPU core, they provide a GPU architecture, a complete SoC to support it, toolchains, and most of all scalability that RISC-V is yet to demonstrate.
It will be many years yet before RISC-V is a threat in the phone market in afraid, as much as I'd like to see that.
