Just a couple days ago, Microsoft announced it's laying off another 6000 people this year. The company is obviously retrenching and trimming off units that aren't sufficiently profitable - it's probably as simple as that.

Iran's Revolutionary Guard said the Microsoft office was "attacked due to its close cooperation with the Israeli army and its being part of the system supporting aggression, and not just a civilian entity."
So Iran believes Microsoft is helping genocide, and maybe spread that belief to Pakistan.
But actually the US government has helped Israel for decades, and Pakistan happily helped US, because of money. Pakistan is happy to accept anyone who gives them money.
