PHP 4.0 RC2 Is Out

We expect this to be the final release candidate before PHP 4.0. " I've found the PHP4 RCs to be extremely stable. If you are only familiar with PHP3, take a look. You should also look at the Zend site, to read more about the engine behind PHP4.
