The World Health Organization's top official in Europe on Wednesday called for urgent action by the authorities and civic groups to control fast-rising cases of monkeypox that he said posed a real risk to public health. From a report: Europe has emerged as the epicenter of an outbreak of monkeypox, with more than 1,500 cases identified in 25 European countries, which account for 85 percent of global cases, the official, Dr. Hans Kluge, the W.H.O.'s director of its European region, said at a news conference. The W.H.O. will convene its emergency committee in Geneva next week, Dr. Kluge added, to determine if the outbreak constitutes a public health emergency of international concern, a formal declaration that calls for a coordinated response between countries.

"The magnitude of this outbreak poses a real risk," Dr. Kluge said. "The longer the virus circulates, the more it will extend its reach, and the stronger the disease's foothold will get in nonendemic countries." Monkeypox is a viral infection endemic in West Africa, but it has now spread to 39 countries, including 32 that have no previous experience of it, the W.H.O. director, Dr. Tedros Adhanom Ghebreyesus, told reporters on Tuesday. Countries outside Africa and Europe that have identified cases of monkeypox include Australia, Brazil, Canada, Israel and the United States.

Adobe describes the service as "freemium" and eventually plans to gate off some features that will be exclusive to paying subscribers. Enough tools will be freely available to perform what Adobe considers to be Photoshop's core functions. "We want to make [Photoshop] more accessible and easier for more people to try it out and experience the product," says Maria Yap, Adobe's VP of digital imaging.

IBM's AI-Powered Robotic 'Mayflower' Ship Finally Reaches Its Destination - Sort of (apnews.com) 28

The Associated Press reports on "a crewless robotic boat that had tried to retrace the 1620 sea voyage of the Mayflower" from the U.K. to Massachusetts' Plymouth Rock. And after five weeks it finally did reach North America.

"The technology that makes up the autonomous system worked perfectly, flawlessly," an IBM computing executive involved in the project told the Associated Press. But "Mechanically, we did run into problems."

It's especially disappointing because they'd tried the same voyage last year. (Slashdot had noted that "Unlike the real Mayflower, this robotic 21st-century doppelganger 'had to turn back Friday to fix a mechanical problem,' reports the Associated Press...")

So what happened this year? A new article from the Associated Press reports: It set off again from England nearly a year later on April 27, bound for Virginia — but a generator problem diverted it to Portugal's Azores islands, where a team member flew in to perform emergency repairs. More troubles on the open sea came in late May when the U.S.-bound boat developed a problem with the charging circuit for the generator's starter batteries.

AI software is getting better at helping self-driving machines understand their surroundings and pilot themselves, but most robots can't heal themselves when the hardware goes awry.

Nonprofit marine research organization ProMare, which worked with IBM to build the ship, switched to a back-up navigation computer on May 30 and charted a course to Halifax — which was closer than any U.S. destination.

And unlike the real Mayflower, "the boat's webcam on Sunday morning showed it being towed by a larger boat as the Halifax skyline neared — a safety requirement under international maritime rules, IBM said."

New Type of 3D Printing Uses Sound Waves To Build Up Objects (newatlas.com) 23

A team of scientists at Canada's Concordia University are using sound waves to print intricate three-dimensional objects. The technology is known as direct sound printing (DSP). New Atlas reports: In the current version of the technique, a transducer is used to send focused pulses of ultrasound through the sides of a chamber, into liquid polydimethylsiloxane (PDMS) resin contained within. Doing so produces ultrasonic fields, which cause rapidly oscillating microscopic bubbles to temporarily form at specific points in the resin. As those bubbles oscillate, the temperature inside them rises to about 15,000 degrees Kelvin (14,727C or 26,540F) and the pressure within them climbs to over 1,000 bar (14,504 psi). Although this sudden increase in temperature and pressure only lasts for picoseconds (trillionths of a second), it causes the resin to solidify at the exact location of the bubble. Therefore, by incrementally moving the transducer along a predetermined path, it's possible to build up an intricate three-dimensional object -- one tiny pixel at a time. Along with its ability to produce very small, detailed items, DSP also allows structures to be non-invasively printed inside other structures that have opaque surfaces. [...] Besides the PDMS resin, the scientists have also successfully used DSP to print objects made of ceramic material. They now plan on experimenting with polymer-metal composites, followed by pure metal. The research has been published in the journal Nature Communications.

Tim Hortons App Violated Laws In Collection of 'Vast Amounts' of Location Data (www.cbc.ca) 117

An anonymous reader quotes a report from CBC News: The federal privacy commissioner's investigation into the Tim Hortons mobile app found that the app unnecessarily collected extensive amounts of data without obtaining adequate consent from users. The commissioner's report, which was published Wednesday morning, states that Tim Hortons collected granular location data for the purpose of targeted advertising and the promotion of its products but that the company never used the data for those purposes. "The consequences associated with the App's collection of that data, the vast majority of which was collected when the App was not in use, represented a loss of Users' privacy that was not proportional to the potential benefits Tim Hortons may have hoped to gain from improved targeted promotion of its coffee and associated products," the report read.

The joint investigation was launched about two years ago by the Office of the Privacy Commissioner of Canada in conjunction with similar authorities in British Columbia, Quebec and Alberta. It came after reporting from the Financial Post found that the Tim Hortons app tracked users' geolocation while users were not using the app. According to a presentation to investors shared in May, the restaurant chain's app has four million active users.

Tim Hortons was using a third-party service provider, Radar, to collect geolocation data of users. In August 2020, Tim Hortons stopped collecting location data. However, the investigation found that there was a lack of contractual protections for users' personal information while being processed by Radar. The report describes the language in the contractual clauses to be "vague and permissive," which could have allowed Radar to use the personal information collected in aggregated or de-identified form for its own business. [...] The report states that Tim Hortons also agreed to delete all granular location data and to have third-party service providers do so as well, as per recommendations from the privacy authorities. The company also agreed to establish a privacy management program for its app and all future apps to ensure they are compliant with federal and provincial privacy legislation. Given these remedies, the report found that while the Tim Hortons app was not compliant with privacy laws, the company has since taken measures to resolve the issues.
"We've strengthened our internal team that's dedicated to enhancing best practices when it comes to privacy and we're continuing to focus on ensuring that guests can make informed decisions about their data when using our app," a statement from Tim Hortons released on Wednesday said.

Researchers Unveil Paper On New Battery That Could Last 100 Years (electrek.co) 50

An anonymous reader quotes a report from Electrek: Tesla's advanced battery research group in Canada in partnership with Dalhousie University has released a new paper on a new nickel-based battery that could last 100 years while still favorably comparing to LFP cells on charging and energy density. [...] The paper describes a nickel-based battery chemistry meant to compete with LFP battery cells on longevity while retaining the properties that people like in nickel-based batteries, like higher energy density, which enables longer range with fewer batteries for electric vehicles.

The group wrote in the paper's abstract: "Single crystal Li[Ni0.5Mn0.3Co0.2]O2//graphite (NMC532) pouch cells with only sufficient graphite for operation to 3.80 V (rather than [greater than or equal to] 4.2 V) were cycled with charging to either 3.65 V or 3.80 V to facilitate comparison with LiFePO4//graphite (LFP) pouch cells on the grounds of similar maximum charging potential and similar negative electrode utilization. The NMC532 cells, when constructed with only sufficient graphite to be charged to 3.80 V, have an energy density that exceeds that of the LFP cells and a cycle-life that greatly exceeds that of the LFP cells at 40C, 55C and 70C. Excellent lifetime at high temperature is demonstrated with electrolytes that contain lithium bis(fluorosulfonyl)imide (LiFSI) salt, well beyond those provided by conventional LiPF6 electrolytes." The cells showed an impressive capacity retention over a high number of cycles.

The research group even noted that the new cell described in the paper could last a 100 years if the temperature is controlled at 25C: "Ultra-high precision coulometry and electrochemical impedance spectroscopy are used to complement cycling results and investigate the reasons for the improved performance of the NMC cells. NMC cells, particularly those balanced and charged to 3.8 V, show better coulombic efficiency, less capacity fade and higher energy density compared to LFP cells and are projected to yield lifetimes approaching a century at 25C." One of the keys appears to be using an electrolyte with LiFSI lithium salts, and the paper notes that the benefits could also apply to other nickel-based chemistries, including those with no or low cobalt.
The paper has been published in the Journal of the Electrochemical Society.

Canada Bans Huawei Equipment From 5G Networks, Orders Removal By 2024 (theverge.com) 31

Canada has banned the use of Huawei and fellow Chinese tech giant ZTE's equipment in its 5G networks, its government has announced. From a report: In a statement, it cited national security concerns for the move, saying that the suppliers could be forced to comply with "extrajudicial directions from foreign governments" in ways that could "conflict with Canadian laws or would be detrimental to Canadian interests." Telcos will be prevented from procuring new 4G or 5G equipment from the companies by September this year, and must remove all ZTE- and Huawei-branded 5G equipment from their networks by June 28th, 2024. Equipment must also be removed from 4G networks by the end of 2027. "The Government is committed to maximizing the social and economic benefits of 5G and access to telecommunications services writ large, but not at the expense of security," the Canadian government wrote in its statement.

Canada Set To Ban Chinese Tech Giant Huawei From 5G Network 70

Canada is planning to ban Huawei from working on Canada's fifth-generation networks. CBC.ca reports: The move puts Canada in line with key intelligence allies like the United States which have expressed concerns about the national security implications of giving the Chinese tech giant access to key infrastructure. [...] Critics have warned that Huawei's participation in Canada's 5G networks could give the company an inside look at how, when and where Canadians use internet-connected devices -- and that the Chinese government could force the company to hand over that personal information. China's National Intelligence Law says Chinese organizations and citizens must support, assist and co-operate with state intelligence work. [...] Huawei insists it is a fiercely independent company that does not engage in espionage for anyone, including Beijing.

Huawei already supplies some Canadian telecommunications firms with 4G equipment. As Global News has reported, telecommunication companies spent hundreds of millions of dollars on Huawei equipment while the federal government's review of 5G was ongoing -- although that number has waned over the years. It's not clear whether Ottawa's decision to bar Huawei from 5G will require those companies to rip out existing Huawei equipment, or whether compensation would be provided.

Vast Swath of US At Risk of Summer Blackouts, Regulator Warns (newsnationnow.com) 195

An anonymous reader quotes a report from NewsNation: Blackouts could plague a number of states in the U.S. this summer, regulators warn, as a combination of drought, heat, potential cyber attacks, geopolitical conflicts and supply chain problems could disrupt the power supply, according to a grim new report (PDF) from the North American Electric Reliability Corporation (NERC). The regulatory body found that large swathes of the U.S. and parts of Canada are at an elevated or high risk of energy shortfalls during the summer's hottest months.

The Midwest is at especially high risk due to the retirement of older plants, which has caused a 2.3% decrease in capacity from last summer, as well as increased demand, according to NERC. In the Southwest, plummeting river levels may cripple hydropower production, the group warned, and in Texas drought-related heat events could cause extreme energy demand. A NERC map shows all states in the western half of the continental U.S., including North Dakota, South Dakota, Nebraska, Kansas, Oklahoma and Texas are at least under elevated risk of energy shortfalls, with parts of the northeastern-most states under high risk. Many states under the Midcontinent Independent System Operator (MISO), such as Arkansas, Louisiana, Michigan, Wisconsin, Iowa, Minnesota, Iowa, Illinois and Indiana are either entirely or partly at high risk.
"Industry prepares its equipment and operators for challenging summer conditions. Persistent, extreme drought and its accompanying weather patterns, however, are out-of-the-ordinary and tend to create extra stresses on electricity supply and demand," said Mark Olson, NERC's manager of Reliability Assessments. "Grid operators in affected areas will need all available tools to keep the system in balance this summer."

Report: 'Carbon Bombs' Are Poised To Screw Us Over Big Time (gizmodo.com) 269

An anonymous reader quotes a report from Gizmodo: Oil and gas companies are gearing up to invest in so many new projects that they'll blow away potential progress to mitigate emissions and stop worst-case climate scenarios, says a new investigation from the Guardian. Why describe them as bombs? If completed, these projects would push climate change well past the 1.5-degree Celsius warming target that the Paris Agreement has set for the world. These projects would literally blow through our carbon budget, the Guardian reports.

But how will this be financed? Oil prices are currently sky high at the pump, and the two largest petroleum companies in the U.S. -- Chevron and ExxonMobil -- have raked in record profits. That means that large fossil fuel companies can bet on expansion projects that could dish even bigger payouts, the Guardian found. [...] The Guardian's investigation found that about 60% of these projects are already pumping, and Canada, Australia, and the U.S. are among the nations with the biggest fossil fuel project expansion plans. The commitment to these projects is pretty clear. Large companies, including Shell, Chevron, BP, PetroChina, and Total Energies, are set to spend over $100 million a day for the rest of this decade on creating projects in new oil and gas fields. This is despite the fact that we might be on track to meet 1.5 degrees of warming in the next four years.
In an editorial follow-up to their investigation, the Guardian says "governments much find ways to promote the long-term health of the planet over short-term profit." They added: "There is no alternative but to force companies to write off the most dangerous investments."

Disney+ Adds Almost 8 Million New Subscribers (theverge.com) 47

Disney added 7.9 million new subscribers to its Disney Plus streaming service during the first three months of 2022, the company announced (PDF) in its Q2 earnings report on Wednesday. The Verge reports: That brings the total to around 87.6 million worldwide, excluding the 50.1 million people subscribed to Disney Plus Hotstar internationally. In the US and Canada alone, Disney Plus now has 7.1 million more subscribers than it did a year ago, with 44.4 million. The company also said that the number of subscribers for all of its streaming offerings -- including Hulu and ESPN Plus -- had grown to over 205 million, an increase from the 196.4 million it reported in January.

Disney also reports that it's earning more per Disney Plus subscriber than it had been previously, at least in the US. Where its average monthly revenue per paid subscriber used to be $6.01, it's now sitting at $6.32. Disney says this is thanks to "an increase in retail pricing and a lower mix of wholesale subscribers." Despite this, Disney Plus is actually losing the company money at a greater clip than it was before. Disney says this is thanks to higher costs for production, advertising, and technology. Those costs seem unlikely to go down, and raising prices, like Netflix did, could cut off its subscriber growth. All that put together makes it obvious why Disney is looking at creating an ad-supported tier sooner rather than later.

Google has signed deals to pay more than 300 publishers in Germany, France and four other EU countries for their news and will roll out a tool to make it easier for others to sign up too, the company told Reuters. From the report: The move to be announced publicly later on Wednesday followed the adoption of landmark EU copyright rules three years ago that require Google and other online platforms to pay musicians, performers, authors, news publishers and journalists for using their work. News publishers, among Google's fiercest critics, have long urged governments to ensure online platforms pay fair remuneration for their content. Australia last year made such payments mandatory while Canada introduced similar legislation last month. The blog did not say how much publishers were being paid. Two-thirds of this group are German publishers including Der Spiegel, Die Zeit and Frankfurter Allgemeine Zeitung. "So far, we have agreements which cover more than 300 national, local and specialist news publications in Germany, Hungary, France, Austria, the Netherlands and Ireland, with many more discussions ongoing," Sulina Connal, director for news and publishing partnerships, said in blog post. "We are now announcing the launch of a new tool to make offers to thousands more news publishers, starting in Germany and Hungary, and rolling out to other EU countries over the coming months," Connal said in the blogpost.

Scientists Discover Giant Groundwater System Below Antarctic Ice (phys.org) 26

An anonymous reader quotes a report from Phys.Org: Now, a team has for the first time mapped a huge, actively circulating groundwater system in deep sediments in West Antarctica. They say such systems, probably common in Antarctica, may have as-yet unknown implications for how the frozen continent reacts to, or possibly even contributes to, climate change. The research appears today in the journal Science. [...] The researchers in the new study concentrated on the 60-mile-wide Whillans Ice Stream, one of a half-dozen fast-moving streams feeding the Ross Ice Shelf, the world's largest, at about the size of Canada's Yukon Territory. Prior research has revealed a subglacial lake within the ice, and a sedimentary basin stretching beneath it. Shallow drilling into the first foot or so of sediments has brought up liquid water and a thriving community of microbes. But what lies further down has been a mystery.

The team used a technique called magnetotelluric imaging, which measures the penetration into the earth of natural electromagnetic energy generated high in the planet's atmosphere. Ice, sediments, fresh water, salty water and bedrock all conduct electromagnetic energy to different degrees; by measuring the differences, researchers can create MRI-like maps of the different elements. The team planted their instruments in snow pits for a day or so at a time, then dug them out and relocated them, eventually taking readings at some four dozen locations. They also reanalyzed natural seismic waves emanating from the earth that had been collected by another team, to help distinguish bedrock, sediment and ice. Their analysis showed that, depending on location, the sediments extend below the base of the ice from a half kilometer to nearly two kilometers before hitting bedrock. And they confirmed that the sediments are loaded with liquid water all the way down. The researchers estimate that if all of it were extracted, it would form a water column from 220 to 820 meters high -- at least 10 times more than in the shallow hydrologic systems within and at the base of the ice -- maybe much more even than that.

Salty water conducts energy better than fresh water, so they were also able to show that the groundwater becomes more saline with depth. Key said this makes sense, because the sediments are believed to have been formed in a marine environment long ago. Ocean waters probably last reached what is now the area covered by the Whillans during a warm period some 5,000 to 7,000 years ago, saturating the sediments with salt water. When the ice readvanced, fresh melt water produced by pressure from above and friction at the ice base was evidently forced into the upper sediments. It probably continues to filter down and mix in today. The researchers say this slow draining of fresh water into the sediments could prevent water from building up at the base of the ice. This could act as a brake on the ice's forward motion. Measurements by other scientists at the ice stream's grounding line -- the point where the landbound ice stream meets the floating ice shelf -- show that the water there is somewhat less salty than normal seawater. This suggests that fresh water is flowing through the sediments to the ocean, making room for more melt water to enter, and keeping the system stable.
The direction of water flow could be reversed if the ice surface were to thin, warn the researchers. "Overlying pressures would decrease, and deeper groundwater could begin welling up toward the ice base," reports Phys.Org. "This could further lubricate the base of the ice and increase its forward motion. Furthermore, if deep groundwater flows upward, it could carry up geothermal heat naturally generated in the bedrock; this could further thaw the base of the ice and propel it forward."

If the groundwater begins moving upward, it would bring up the dissolved carbon used by the microbes living in the shallow sediments. "Lateral groundwater flow would then send some of this carbon to the ocean," reports Phys.Org. "This would possibly turn Antarctica into a so-far unconsidered source of carbon in a world already swimming in it."

Mexico Nationalizes Lithium Industry (peoplesdispatch.org) 105

On April 21, the bill, proposed by President Andres Manuel Lopez Obrador (AMLO), that modified the mining law to give the state the exclusive right to explore, exploit and use the valuable metal entered into force. According to the law, published in the Official Gazette of the Federation, the executive or the president now has 90 days to create a decentralized state company that will deal with all lithium-related matters. [...] The new mining law recognizes lithium as a heritage of the nation, and reserves it for the benefit of the people of Mexico. It elevates lithium to the category of "strategic mineral," and prohibits granting concessions, licenses, contracts, permits, assignments or authorizations for its exploitation to private corporations.

The president emphasized that lithium is a strategic element for the development of the nation, and its effective exploitation can contribute to economic growth. He said that his administration would work to develop necessary technology to take the best advantage of their lithium, ensuring that it does not harm the health of the population, the environment, or the rights of Indigenous people. He also took the opportunity to reiterate that his administration would review all lithium contracts. He requested that the shareholders and managers of the companies and corporations begin to establish a dialogue with their legal representatives. There is only one lithium mine in Mexico, operated by Chinese firm Ganfeng Lithium, which is slated to produce 35,000 tons of the metal per year starting in 2023. In the coming days, it will be discussed if that will be taken over by the government.

Meanwhile, the right-wing opposition criticized nationalization of lithium. Some legislators from the opposition National Action Party (PAN) and Institutional Revolutionary Party (PRI), who voted against the reform, said that it would severely affect the development in the mining of the metal, arguing that the Mexican government has no experience in mining lithium. Others criticized that it violated the United States-Mexico-Canada Agreement and would bring trade tensions. Nevertheless, the people of Mexico have expressed their approval of the president and his policies. A number of social organizations and trade unions have praised the president and the ruling center-left MORENA party, recalling that the nationalization of lithium in Bolivia during former president Evo Morales' rule helped the country achieve high levels of economic and social growth.
"Lithium is considered an important resource due to its importance for the development of batteries used for electric cars," notes the report. "According to data from the US Geological Survey, Mexico has 1.7 million tons of lithium mining reserves."

Microfossils May Be Evidence Life Began 'Very Quickly' After Earth Formed (theguardian.com) 57

Scientists believe they have found evidence of microbes that were thriving near hydrothermal vents on Earth's surface just 300m years after the planet formed -- the strongest evidence yet that life began far earlier than is widely assumed. From a report: If confirmed, it would suggest the conditions necessary for the emergence of life are relatively basic. "If life is relatively quick to emerge, given the right conditions, this increases the chance that life exists on other planets," said Dominic Papineau, of University College London, who led the research. Five years ago, Papineau and colleagues announced they had found microfossils in iron-rich sedimentary rocks from the Nuvvuagittuq supracrustal belt in Quebec, Canada. The team suggested that these tiny filaments, knobs and tubes of an iron oxide called haematite could have been made by bacteria living around hydrothermal vents that used iron-based chemical reactions to obtain their energy.

Scientific dating of the rocks has suggested they are at least 3.75bn years old, and possibly as old as 4.28bn years, the age of the volcanic rocks they are embedded in. Before this, the oldest reported microfossils dated to 3.46bn and 3.7bn years ago, potentially making the Canadian specimens the oldest direct evidence of life on Earth. Now, further analysis of the rock has revealed a much larger and more complex structure -- a stem with parallel branches on one side that is nearly a centimetre long -- as well as hundreds of distorted spheres, or ellipsoids, alongside the tubes and filaments.

The effort will involve recruiters going to hundreds of high school career days to talk up college tuition benefits and other perks of working at Amazon, the person said. Not having enough workers has already eaten into the company's bottom line. Amazon said operational disruptions from not being able to staff up its facilities during the 2021 holiday rush, along with inflationary pressures pushing up labor and transportation expenses, cost the company $4 billion in the fourth quarter. Google is partnering with iFixit to sell official replacement parts for its Pixel phones later this year, making it easier for independent professionals and consumers to repair the devices. From a report: The news follows similar moves by Apple and Samsung and will cover models ranging from the Pixel 2 to the Pixel 6 Pro, along with future Pixel models. The parts will sold through ifixit.com and be available in the US, UK, Canada, Australia and European Union countries where Pixels are sold. The parts, which will include batteries, replacement displays and cameras, will be available either individually or in iFixit kits, which include tools needed to perform the repairs like specialty screwdriver bits, Google said.

Canada will offer a substantial incentive to companies that invest in carbon-capture technologies and will set aside as much as $3 billion over eight years to accelerate critical mineral exploration, extraction and processing as it seeks to cut carbon emissions. From a report In this year's budget presented on Thursday, Canada is introducing a 60% tax credit for equipment used to capture carbon from the air, and 50% for all other capture equipment, plus a 37.5% credit for transportation and storage equipment. Carbon capture and storage (CSS) facilities are expected to be a key part of global efforts to contain emissions from fossil fuels. Canada is the world's fourth-largest oil producer and has a set a goal of generating net-zero emissions by 2050. "For the oil and gas sector this tax credit, combined with the fact they are generating massive revenues right now, is more than enough to reduce the risk associated with going ahead with CCS projects," said Chris Severson-Baker, Alberta regional director at the Pembina Institute, a clean energy think-tank.
