AV1's Open, Royalty-Free Promise In Question As Dolby Sues Snapchat Over Codec (arstechnica.com) 44

An anonymous reader quotes a report from Ars Technica: AOMedia Video 1 (AV1) was invented by a group of technology companies to be an open, royalty-free alternative to other video codecs, like HEVC/H.265. But a lawsuit that Dolby Laboratories Inc. filed this week against Snap Inc. calls all that into question with claims of patent infringement. Numerous lawsuits are currently open in the US regarding the use of HEVC. Relevant patent holders, such as Nokia and InterDigital, have sued numerous hardware vendors and streaming service providers in pursuit of licensing fees for the use of patented technologies deemed essential to HEVC.

It's a touch rarer to see a lawsuit filed over the implementation of AV1. The Alliance for Open Media (AOMedia), whose members include Amazon, Apple, Google, Microsoft, Mozilla, and Netflix, says it developed AV1 "under a royalty-free patent policy (Alliance for Open Media Patent License 1.0)" and that the standard is "supported by high-quality reference implementations under a simple, permissive license (BSD 3-Clause Clear License)."

Yet, Dolby's lawsuit filed in the US District Court for the District of Delaware [PDF] alleges that AV1 leverages technologies that Dolby has patented and has not agreed to license for free and without receiving royalties. The filing reads: "[AOMedia] does not own all patents practiced by implementations of the AV1 codec. Rather, the AV1 specification was developed after many foundational video coding patents had already been filed, and AV1 incorporates technologies that are also present in HEVC. Those technologies are subject to existing third-party patent rights and associated licensing obligations." Dolby is seeking a jury trial, a declaration that Dolby isn't obligated to license the patents in questions under FRAND (fair, reasonable, and non-discriminatory) licensing obligations, and for the court to enjoin Snap from further "infringement."

HP Says Memory's Contribution To PC Costs Just Doubled To 35% (theregister.com) 25

HP has revealed that memory now accounts for 35% of the cost of materials it needs to build a PC, up from between 15 and 18% last quarter. And the company expects RAM's contribution will rise through the year. From a report: Speaking on the company's Q1 2026 earnings call, interim CEO Bruce Broussard said the company has secured long-term supply agreements for the year and also "qualified new suppliers [and] built in strategic inventory positions for key platforms and cut the time to qualify new material in half to accelerate our product configuration changes."

That sounds a lot like HP Inc is signing up new suppliers at a brisk pace. Broussard said the company has also "expanded lower-cost sourcing across our commodity basket, lowering logistics costs with agile end-to-end planning processes." The company is using its internal AI initiatives to power those new processes. The company is also "configuring our products and shaping demand to align the supply we have with our customer needs" and "taking targeted pricing actions to offset the remaining cost impact in close partnership with both our channel and direct customers."

HP Now Rents Gaming Laptops (pcgamer.com) 54

HP has quietly launched a gaming laptop subscription service called the OMEN Gaming Subscription that lets customers pay a monthly fee to use one of several gaming laptops but never actually own the hardware, even after paying well past the machine's retail price.

The service ranges from $50 a month for an HP Victus 15-inch laptop with an RTX 4050 to $130 a month for an Omen Max 16 with an RTX 5080. At current sale prices, subscribers would exceed the cost of buying the laptop outright within 16 to 19 months; at MSRP, that window stretches to roughly 25 months. In exchange for giving up ownership, subscribers get yearly hardware upgrades, next-day replacements, 24/7 support, and an ongoing warranty. There is a 30-day trial period, but cancelling in the second month triggers steep early termination fees -- $550 for the Victus 15 and $1,430 for the Omen Max 16. Cancellation becomes free only after the 13th month. HP also offers accessories like the HyperX Cloud Alpha Wireless headset as add-on rentals for $8 a month.

PayPal's CEO Change Blindsided HP's Board 21

An anonymous reader shares a report: PayPal said on Tuesday it was booting its CEO and replacing him with its board chair Enrique Lores, sparing no ambiguity as to why: "The pace of change and execution was not in line with the Board's expectations," it said in a statement. One group that was blindsided was HP, where Lores was until Tuesday serving as CEO, according to people familiar with the matter.

Lores' switchup sent them rushing to launch a search process, those people said. HP's board does have internal candidates which it's considering for the top job, according to a person familiar with the board's thinking. As chair of PayPal's board, Lores played a role in a process evaluating internal and external candidates. It was unclear when or if he recused himself from the final decision to name him as CEO. But HP's board was only made aware that Lores was taking the CEO role at PayPal in recent weeks, the people said.

"GNU gettext 1.0 brings PO file handling improvements, a new 'po-fetch' program to fetch translated PO files from a translation project's site on the Internet, new 'msgpre' and 'spit' pre-translation programs, and Ocaml and Rust programming language improvements." From the report: With this v1.0 release in 2026, the "msgpre" and "spit" programs do involve.... Large Language Models (LLMs) in the era of AI: "Two new programs, 'msgpre' and 'spit', are provided, that implement machine translation through a locally installed Large Language Model (LLM). 'msgpre' applies to an entire PO file, 'spit' to a single message."

Android's Full Desktop Mode Surfaces in Accidental Chromium Leak 24

A bug report filed on the Chromium Issue Tracker inadvertently exposed Google's desktop Android interface for the first time, revealing a system codenamed "Aluminum OS" running on existing Chromebook hardware. The report, ostensibly about Chrome Incognito tabs, included screen captures from an HP Elite Dragonfly 13.5 Chromebook running Android 16.

The status bar has been redesigned for large screens -- taller than the tablet version, displaying time with seconds, date, battery, Wi-Fi, a notification bell, keyboard language indicator and a Gemini icon. The taskbar remains identical to the current implementation, though the mouse cursor now features a subtle tail. Chrome's interface includes an Extensions button, a feature currently exclusive to the desktop browser. Global Tech-Sector Layoffs Surpass 244,000 In 2025 (networkworld.com) 27

The U.K.-based financial services company says the worldwide downsizing reflects how companies in 2025 restructured their operations to focus on efficiency, profitability, and AI-driven productivity. The RationalFX analysis, which examined layoffs reported by TrueUp, TechCrunch, and multiple state WARN databases, points to economic uncertainty, elevated interest rates, and accelerating AI and automation adoption as reasons that 2025 marked "another year of sustained downsizing following the post-pandemic correction that began in 2022."

Companies indicated that AI and automation were among the most frequently cited drivers for layoffs in 2025. Some companies retrained employees when faced with the technology; many replaced roles entirely, RationalFX reports. "Tech sector layoffs in 2025 displaced hundreds of thousands of workers worldwide as companies accelerated structural resets rather than short-term cost corrections," said Alan Cohen, analyst at RationalFX, in a statement. "While macroeconomic pressures such as high interest rates, trade restrictions, and geopolitical uncertainty continued to weigh on business confidence, the dominant force behind last year's job cuts was the rapid adoption of automation and artificial intelligence."

The analysis also uncovered that U.S.-headquartered technology companies were responsible for the majority of job losses, accounting for approximately 69.7% of all global tech layoffs. This resulted in more than 170,000 employees being cut across both domestic and offshore operations from U.S. tech companies. California spearheaded layoffs in the U.S. tech sector this year, with 73,499 job cuts accounting for roughly 43.08% of all tech layoffs in the country, according to the RationalFX report. The report also points out that Washington has seen 42,221 tech jobs cut since the start of the year, accounting for 24.74% of all U.S. tech layoffs.
Intel contributed the single largest number of layoffs last year, reducing its headcount from 109,000 people at the end of 2024 to around 75,000 by the end of 2025. Other major U.S. tech companies with large-scale layoffs last year include Amazon (more than 20,000 jobs cut), Microsoft (approximately 19,215 layoffs), Verizon (15,000 employees), Accenture (11,000 employees), IBM (9,000 job cuts), and HP (6,000 roles).

HP this week announced the EliteBoard G1a at CES 2026, a Windows computer built into a full-size 93-key desktop keyboard that the company is marketing to businesses where employees use hot desks and need a portable computing environment they can carry between workstations.

The device connects to a USB-C monitor for both video output and power delivery over a single cable, and HP includes a USB-to-HDMI adapter for displays that lack USB-C input. Inside runs an AMD Ryzen AI 5 or 7 processor paired with AMD Radeon 800 integrated graphics and an NPU capable of up to 50 TOPS, qualifying it as a Copilot+ PC by Microsoft's standards.

The device can be configured with up to 64GB of DDR5 RAM and 2TB of SSD storage. The keyboard weighs between 1.49 and 1.69 pounds depending on configuration and measures 14.1 by 4.7 by 0.7 inches, lighter than most laptops but longer and thicker than some. An optional 32Wh battery offers up to 3.5 hours of unplugged use. The EliteBoard G1a ships in March.

Workstation Owner Sadly Marks the End-of-Life for HP-UX (osnews.com) 152

Wednesday marked the end of support for the last and final version of HP-UX, writes OSNews.

They call it "the end of another vestige of the heyday of the commercial UNIX variants, a reign ended by cheap x86 hardware and the increasing popularisation of Linux." I have two HP-UX 11i v1 PA-RISC workstations, one of them being my pride and joy: an HP c8000, the last and fastest PA-RISC workstation HP ever made, back in 2005. It's a behemoth of a machine with two dual-core PA-8900 processors running at 1Ghz, 8 GB of RAM, a FireGL X3 graphics card, and a few other fun upgrades like an internal LTO3 tape drive that I use for keeping a bootable recovery backup of the entire system. It runs HP-UX 11i v1, fully updated and patched as best one can do considering how many patches have either vanished from the web or have never "leaked" from HPE (most patches from 2009 onwards are not available anywhere without an expensive enterprise support contract)...

Over the past few years, I've been trying to get into contact with HPE about the state of HP-UX' patches, software, and drivers, which are slowly but surely disappearing from the web. A decent chunk is archived on various websites, but a lot of it isn't, which is a real shame. Most patches from 2009 onwards are unavailable, various software packages and programs for HP-UX are lost to time, HP-UX installation discs and ISOs later than 2006-2009 are not available anywhere, and everything that is available is only available via non-sanctioned means, if you know what I mean.

Sadly, I never managed to get into contact with anyone at HPE, and my concerns about HP-UX preservation seem to have fallen on deaf ears. With the end-of-life date now here, I'm deeply concerned even more will go missing, and the odds of making the already missing stuff available are only decreasing. I've come to accept that very few people seem to hold any love for or special attachment to HP-UX, and that very few people care as much about its preservation as I do. HP-UX doesn't carry the movie star status of IRIX, nor the benefits of being available as both open source and on commodity hardware as Solaris, so far fewer people have any experience with it or have developed a fondness for it.

As the clocks chimed midnight on New Year's Eve, he advised everyone to "spare a thought for the UNIX everyone forgot still exists."

'Subscription Captivity': When Things You Buy Own You (motherjones.com) 126

A reporter at Mother Jones writes about a $169 alarm clock with special lighting and audio effects. But to use the features, "you need to pay an additional $4.99 per month, in perpetuity."

"Welcome to the age of subscription captivity, where an increasing share of the things you pay for actually own you." What vexes me are the companies that sell physical products for a hefty, upfront fee and subsequently demand more money to keep using items already in your possession. This encompasses those glorified alarm clocks, but also: computer printers, wearable wellness devices, and some features on pricey new cars.

Subscription-based business models are great for businesses because they amount to consistent revenue streams. They're often bad for consumers for the same reason: You have to pay companies, consistently. We're effectively being $5 per month-ed (or more) to death, and it's only going to get worse. Industry research suggests the average customer spent $219 per month on subscriptions in 2023. In 2024, the global subscription market was an estimated $492 billion. By 2033, that figure is expected to triple.

Companies would argue these models benefit consumers, not just their bottom lines. For example, HP's Instant Ink program suggests you will never again find your device out of ink when you need it most. The printer apparently knows when it's running low, spurring automatic deliveries of ink to your home for $7.99 per month if you select the company-recommended plan. But if you cancel the subscription, the printer will literally hold hostage the half-full cartridges already sitting in your printer. The ransom to use it? Re-enroll... The company has added firmware to its technology that deliberately blocks cheaper, off-brand cartridges from working at all...

"There's even a subscription service that enables you to track and cancel your piling subscriptions — for just $6 to $12 per month."

How Bad Will RAM and Memory Shortages Get? (arstechnica.com) 77

Digital Trends reports: A wave of shortages now threatens to ripple across RAM, SSDs, and even hard drives, affecting not only performance-hungry rigs but also everyday systems.

— CyberPowerPC has publicly confirmed it will raise prices on all systems starting December 7th due to RAM costs spiking by 500% and SSD prices doubling since October.

— Memory suppliers warn of a global DRAM and SSD shortage running into late 2026 or even 2027, driven heavily by AI server demand.

— As reported by Bloomberg, Lenovo has already stockpiled memory to ride out the crunch and maintain steadier PC pricing.

— Among other OEMs, HP, in its recent earnings call, flagged possible price increases or lower-spec models on the back of rising component costs.

But Apple "may also be in a good position to weather the shortage," reports Ars Technica, since "analysts at Morgan Stanley and Bernstein Research believe that Apple has already laid claim to the RAM that it needs and that its healthy profit margins will allow it to absorb the increases better than most."

Ars Technica also shows how much RAM and storage prices have jumped — sometimes as much as 2x or even 3x in just three months. "In short, there's no escaping these price increases, which affect SSDs and both DDR4 and DDR5 RAM kits of all capacities (though higher-capacity RAM kits do seem to be hit a little harder)." Memory and storage shortages can be particularly difficult to get through. As with all chips, it can take years to ramp up capacity and/or build new manufacturing facilities... And memory makers in particular may be slow to ramp up manufacturing capacity in response to shortages. If they decide to start manufacturing more chips now, what happens if memory demand drops off a cliff in six months or a year (if, say, an AI bubble deflates or pops altogether)? It means an oversupply of memory chips — consumers benefit from rock-bottom prices for components, but it becomes harder for manufacturers to cover their costs... The upshot is: Not only are memory prices getting bad now, but it's exceptionally difficult to predict when shortage-fueled price hikes might end...

Tom's Hardware reports that AMD has told its partners that it expects to raise GPU prices by about 10 percent starting next year and that Nvidia may have canceled a planned RTX 50-series Super launch entirely because of shortages and price increases.

HP To Cut About 6,000 Jobs By 2028, Ramps Up AI Efforts 48

HP plans to cut 4,000-6,000 jobs by 2028 "as part of a plan to streamline operations and adopt artificial intelligence," reports Reuters. From the report: HP's teams focused on product development, internal operations and customer support will be impacted by the job cuts, CEO Enrique Lores said during a media briefing call. "We expect this initiative will create $1 billion in gross run rate savings over three years," Lores added. The company laid off an additional 1,000 to 2,000 employees in February, as part of a previously announced restructuring plan. Demand for AI-enabled PCs has continued to ramp externally, reaching over 30% of HP's shipments in the fourth quarter ended October 31.

HP and Dell Disable HEVC Support Built Into Their Laptops' CPUs (arstechnica.com) 105

An anonymous reader quotes a report from Ars Technica: Some Dell and HP laptop owners have been befuddled by their machines' inability to play HEVC/H.265 content in web browsers, despite their machines' processors having integrated decoding support. Laptops with sixth-generation Intel Core and later processors have built-in hardware support for HEVC decoding and encoding. AMD has made laptop chips supporting the codec since 2015. However, both Dell and HP have disabled this feature on some of their popular business notebooks.

HP discloses this in the data sheets for its affected laptops, which include the HP ProBook 460 G11 [PDF], ProBook 465 G11 [PDF], and EliteBook 665 G11 [PDF]. "Hardware acceleration for CODEC H.265/HEVC (High Efficiency Video Coding) is disabled on this platform," the note reads. Despite this notice, it can still be jarring to see a modern laptop's web browser eternally load videos that play easily in media players.
HP and Dell didn't explain why the companies disabled HEVC hardware decoding on their laptops' processors.

A statement from an HP spokesperson said: "In 2024, HP disabled the HEVC (H.265) codec hardware on select devices, including the 600 Series G11, 400 Series G11, and 200 Series G9 products. Customers requiring the ability to encode or decode HEVC content on one of the impacted models can utilize licensed third-party software solutions that include HEVC support. Check with your preferred video player for HEVC software support."

Dell's media relations team shared a similar statement: "HEVC video playback is available on Dell's premium systems and in select standard models equipped with hardware or software, such as integrated 4K displays, discrete graphics cards, Dolby Vision, or Cyberlink BluRay software. On other standard and base systems, HEVC playback is not included, but users can access HEVC content by purchasing an affordable third-party app from the Microsoft Store. For the best experience with high-resolution content, customers are encouraged to select systems designed for 4K or high-performance needs."

Ferrari Announces Its First Electric Sports Car, Promising Real Engine Noises - Sort Of 131

Ferrari's first electric car arrives next summer, reports Carscoops, with a top speed of 193 mph (310 km/h) and accelerating from 0 to 62 mph (0 to 100 km/h) in just 2.5 seconds.

"The Elettrica" will also have a large high-density battery for over 329 miles (530 km) of range, ultra-fast DC charging up to 350 kW, and a 122 kWh capacity and an energy density of 195 Wh/kg that Ferrari "claims is the highest among production EVs."

But what's really interesting is its engine noises: Ferrari's approach to the Elettrica's sound moves away from artificial engine simulation. Instead, a sensor mounted on the inverter detects the powertrain's real mechanical vibrations, which are then amplified to create what the company describes as a natural, evolving tone that reflects how the car is being driven... a reactive soundtrack. Antonio Palermo [Ferrari's head of sound and vibration] calls it "language and connection," a way to keep drivers emotionally engaged with the car without resorting to synthetic gimmicks...

Needless to say, how convincing this synthesized feedback will feel in practice remains to be seen, as much of Ferrari's allure has traditionally rested on the emotional impact of its combustion engines.

"The Torque Shift Engagement system offers five selectable levels of power and torque using the right paddle, while the left paddle adjusts braking intensity," the article points out.

But if the engine noises are well-executed, argues the EV news site Electrek, "I even think it might convince some petrolheads to give EVs a try," . Whether you like them or not, engine sounds are essential, especially in performance vehicles. They are part of the identity of certain cars — a sort of signature. They can be emotional. They can give a sense of power. But beyond that, they are information. The pitch, volume, and texture of the engine sound provide critical, real-time feedback to the driver about RPM, load, and the car's health.

Some electric automakers are using curated soundscapes (like BMW with Hans Zimmer) or trying to mimic V8s (like Dodge with its "Fratzonic Chambered Exhaust")... Other automakers are simply letting the natural sounds of the electric motors exist. There's nothing wrong with that. However, considering that electric motors produce minimal sounds, which are then trapped inside a metal casing, you rarely hear anything significant, especially in modern vehicles with quiet cabins and even active noise cancellation. For most EVs, this is not a problem, but for a performance electric vehicle, it does feel like something is missing...

Ferrari insists the sound will only be used when "functionally useful" to provide feedback to the driver and will be directly tied to torque requests... The entire system was reportedly developed in-house, giving Ferrari complete control over the vehicle's final acoustic signature... [T]hey are embracing the new technology rather than hiding it. They are making a confident statement that an electric powertrain can be emotionally engaging on its own terms, without having to pretend to be something it's not...

If you prefer a completely silent drive, you can disable it.

Electrek's conclusion? "The purists who were worried that Ferrari would lose its soul in the EV transition should be encouraged by this."

PC Sales Explode In Q3 As Windows 11 Deadlines Force Millions To Upgrade (nerds.xyz) 103

Asia and Japan led the growth thanks to school projects and corporate refreshes tied to Windows 10's end of support. Lenovo kept its top spot with 25.5 percent market share, followed by HP at 19.8 and Dell at 13.3. Apple and ASUS both posted double-digit growth. IDC's takeaway is clear: the PC market is not surging on flashy new features, it is being pulled forward by deadlines, old batteries, and the reality that five-year-old laptops do not cut it anymore.

PIRG, Other Groups Criticize Microsoft's Plan to Discontinue Support for Windows 10 (windowscentral.com) 157

The consumer advocacy nonprofit PIRG (Public Interest Research Group) is now petitioning Microsoft to reconsider pulling support for Windows 10 in 2025, since "as many as 400 million perfectly good computers that can't upgrade to Windows 11 will be thrown out." In a petition addressed to Microsoft CEO Satya Nadella, the group warned the October 14 end of free support could cause "the single biggest jump in junked computers ever, and make it impossible for Microsoft to hit their sustainability goals." About 40% of PCs currently in use can't upgrade to Windows 11, even if users want to... Less than a quarter of electronic waste is recycled, so most of those computers will end up in landfills.
Consumer Reports recently also urged Microsoft to not to "strand millions of customers.". And now more groups are also pushing back, according to a post from the blog Windows: Central The Restart Project co-developed the "End of 10" toolkit, which is designed to support Windows 10 users who can't upgrade to Windows 11 after the operating system hits its end-of-support date.
They also note that a Paris-based company called Back Market plans to sell Windows 10 laptops refurbished with Ubuntu Linux or ChromeOS Flex. ("We refuse to watch hundreds of millions of perfectly good computers end up in the trash as e-waste," explains their web site.) Back Market's ad promises an "up-to-date, secure operating system — so instead of paying for a new computer you don't need, you can help us give this one a brand new life."

Right now Windows 10 holds 71.9% of Microsoft's market share, with Windows 11 at 22.95%, according to figures from StatCounter cited by the blog Windows Central. And HP and Dell "recently indicated that half of the global PCs are still running Windows 10," according to another Windows Central post...

US Tech Companies Enabled the Surveillance and Detention of Hundreds of Thousands in China (apnews.com) 29

An Associated Press investigation based on tens of thousands of leaked documents revealed Tuesday that American technology companies designed and built core components of China's surveillance apparatus over the past 25 years, selling billions of dollars in equipment to Chinese police and government agencies despite warnings about human rights abuses.

IBM partnered with Chinese defense contractor Huadi in 2009 to develop predictive policing systems for the "Golden Shield" project, AP reports, citing classified government blueprints. The technology enabled mass detentions in Xinjiang, where administrators assigned 100-point risk scores to Uyghurs with deductions for growing beards or being aged 15-55. Dell promoted a laptop with "all-race recognition" capabilities on its WeChat account in 2019. Thermo Fisher Scientific marketed DNA kits as "designed" for ethnic minorities including Uyghurs and Tibetans until August 2024.

Oracle, Microsoft, HP, Cisco, Intel, NVIDIA, and VMware sold geographic mapping software, facial recognition systems, and cloud infrastructure to Chinese police through the 2010s. Mike Lynch's Estate and Business Partner Owe HP $944M, Court Rules (theguardian.com) 37

The estate of Mike Lynch, who died a year ago when his superyacht sank off the coast of Sicily, and his business partner owe Hewlett-Packard more than $944 million, a court has ruled. From a report: The US technology company has been seeking damages of up to $4.55 billion from the estate of the late tycoon, once hailed as the UK's answer to Microsoft founder Bill Gates, over its disastrous takeover of his British software company Autonomy.

Lynch's estate has been estimated to be worth about $674 million and paying its share of the $944 million damages could leave it bankrupt. He and six others, including his 18-year-old daughter Hannah, died last August on a trip celebrating his acquittal on US fraud charges relating to HP's $11 billion takeover of Autonomy in 2011. However, HP won a separate six-year civil fraud case against Lynch and his former finance director Sushovan Hussain in the English high court in 2022, with Mr Justice Hildyard ruling that the US company had been induced into overpaying for the business.

HPE Acquires Juniper Networks for $14B After Settling Antitrust Case (telecoms.com) 29

This week Hewlett-Packard Enterprise settled its antitrust case with America's Justice Department, "paving the way for its acquisition of rival kit maker Juniper Networks," reported Telecoms.com: Under the agreement, HPE has agreed to divest its Instant On unit, which sells a range of enterprise-grade Wi-Fi networking equipment for campus and branch deployments. It has also agreed to license Juniper's Mist AIOps source code — a software suite that enables AI-based network automation and management. HPE can live with that, since its primary motivation for buying Juniper is to improve its prospects in an IT networking market dominated by Cisco, where others like Arista and increasingly Nokia and Nvidia are also trying to make inroads.
And after receiving regulatory clearance, HPE "very quickly closed the deal..." reports The Motley Fool. "In the press release heralding the news, the buyer wrote that it "doubles the size of HPE's networking business and provides customers with a comprehensive portfolio of networking solutions." Investors were obviously happy about this, as according to data compiled by S&P Global Market Intelligence the company's stock price ballooned by nearly 16% across the week, largely on the news.... The Justice Department had alleged, in a lawsuit filed in January, that an HPE/Juniper tie-up would essentially result in a duopoly in networking equipment. It claimed that a beefed-up HPE and networking incumbent Cisco would hold more than 70% combined of the domestic market.
