Finding well-placed backdoors in applications is massively more effort than rewriting then from scratch with trusted people. Google just does not have the resources to make a real difference here. I think they know that very well, so the whole thing serves only to give the appearance of doing something about the problem.

Are we talking things that might contain PII or your medical record, or are we talking about SCADA stuff and national security? Are people using Android for applications sensitive that human lives are on the line if security is breached?
